Description

THIS IS A SOURCES SOUGHT SYNOPSIS. The Government is not requesting, and will not accept proposals at this time. A separate announcement will be made to inform interested parties of a pending solicitation release. The 700th Contracting Squadron (700 CONS), Ramstein AB GE, is seeking sources for Kaiserslautern Military Community (KMC) Military Family Housing Maintenance Services (FH) for approximately 2006 housing units (estimate 1756 in FY2010) in and around the KMC. Interested parties are requested to submit capability briefs (limited to 10 total pages of text) to the office listed herein on or before 05 February 2009. Posted with this announcement is a DRAFT Performance Work Statement (PWS) and a interested parties questionnaire. Interested parties are encouraged to review the PWS and provide comments to the PWS with their capability brief and completed questionnaire. Answers to the questionnaire may be included in the capability brief if desired. The anticipated award will be a Firm Fixed Price (FFP) Requirements contact with an expected award date of 20 August 2009 - subject to the availability of funds. This solicitation is unrestricted. Offerors must be registered in the Central Contractor Registry (CCR). Go to the CCR website at http://www.ccr.gov/ for more information. The NAICS for this acquisition is 561210, with a size standard of $13.0M. As this is an overseas effort, The Service Contract Act (SCA) wages will not apply. Typical delivery orders (DO) will consist of a broad range of maintenance, repair and minor alterations work on real property at the location listed above. This encompasses a variety of trades such as: electrical repair, plumbing, minor carpentry, purchase of appliances, purchase of supplies and materials for repair, painting, minor roof repair, fire alarm & suppression system maintenance system maintenance, playground maintenance, grounds maintenance, excavation, installation and removal of appliances and fixtures, and on-call service work. The performance period of this contract shall consist of a one-year base period and four one-year option periods, for a total of five years. The contract magnitude is estimated at more than $10,000,000.00 over five years. There is no guarantee that option periods will be exercised. It is anticipated contract award will be based on performance-price tradeoff (PPT) procedures.
