- This is not a request for either a quote or proposal, or an invitation for bid. The intent of this pre-solicitation synopsis is to identify potential offerors for the solicitation for Request for Proposal (RFP) N40084-09-R-0018, Wharf Upgrade and Warehouse at US Navy Support Facility Diego Garcia, British Indian Ocean Territory. The project will be solicited as an unrestricted procurement using the source selection procedures in accordance with Federal Acquisition Regulations Part 15.101 and 15.3. The solicitation utilizes source selection procedures which require offerors to submit price and technical proposals. Evaluation of proposals will be based on price and technical evaluation factors as stated on the solicitation, with contract award to be made to the offeror submitting the best value to the Government. The contract resulting from this solicitation will result in contract award to the responsible offeror whose offer conforms to the solicitation and is dete! rmined to be the most advantageous to the US Government considering price and technical evaluation factors. This Construction project will include but is not limited to upgrade of the existing Air Ops Waste Treatment Plant and Waste Water Treatment Plant, and construction of a new warehouse and wharf utility improvements including all related work such as site and site utility work, coordination of all construction activities, and all incidental related work. The project includes construction of a one-story warehouse pre-engineered metal building (PEB) with humidity control, open storage area unreinforced pad, two sludge drying beds and associated pumping and piping, a water treatment plant addition with three 76 cubic meters per day potable water treatment units and a 265 cubic meter potable water concrete tank, a potable water line from the water treatment plant to the deep draft wharf, electrical and communication utilities, and paving and site improvements. Included ! in this project is the installation of a second oily wastewater collection tank and second waste oil storage tank for the oily wastewater treatment plant. The work includes, but is not limited to labor, supervision, tools, materials, and equipment necessary to perform new construction. Performance period is estimated at 26 months from notice to proceed. The North American Industry Classification System code is 236220, Commercial and Institutional Building Construction and the annual size standard is $33M. The project magnitude is between $25,000,000 and $100,000,000. No notice of solicitation activity will be provided to interested offerors. This is a new procurement. It does not replace an existing contract. No information exists on prior contracts. Interested offerors can view and/or download the solicitation from Navy Electronic Commerce Online at http://neco.navy.mil when it becomes available in or about March 2009 - April 2009. The due date for proposal is approximately 45 calendar days after the issuance of the solicitation. All in! terested offerors shall register at the website.
