- The Department of Veterans Affairs is seeking Architectural/Engineering Firms to submit Standard Form (SF) 330 (Four Copies) for evaluation for an Indefinite Delivery, Indefinite Quantity (IDIQ) A/E contract, multiple award. Solicitation VA-261-09-RP-0030 is a strictly set-aside for Small Business Concerns. Multiple awards will be considered but is not mandatory. The successful firm(s) will be require to support the VA Palo Alto Medical Center, Palo Alto, California 94304 and their satellite clinics only.. The IDIQ contract(s) shall be for architectural and engineering services for one basic year with a government option to extend the term of the contract one year at a time, not to exceed five years total. The contracts will require a multi-discipline team with a background in hospital and health care environment design. Typical project work may include new construction, general building renovations such as repair/replace roofs, windows, doors, ceilings, floors, rest rooms, exterior/interior building finishes, HVAC systems and components, plumbing systems and components, electrical systems, but not limited to these disciplines. Another requirement is the capability of firms to provide fire-safety reviews of their own designs and other firms' designs. The SF-330 should provide sufficient information to allow for evaluation on health care design experience. Selection of firms for interviews and negotiations shall be through an order of preference based on demonstrated competence and qualifications necessary for the satisfactory performance of the type of professional services required, that include (1) past performance capabilities; (2) specialized experience and technical competence, as required in the health care environment; (3) capacity to accomplish the work in the required time; (4) past performance on contracts with respect to cost control, quality of work, and compliance with performance schedules; (5) geographical location and knowledge of the locality of the projects, provided that application of the criterion leaves an appropriate number of qualified firms, given the nature and size of the projects; (6) any other special qualification required under this announcement by the contracting activity. Again, firms that meet the requirements described above (Small Business Concerns) in this announcement are invited to submit SF 330 by close of business March 4, 2009 to the Contracting Officer, Mr. Vincent I. Osorio, Consolidated Contracting Activity (CCA/90) 150 Muir, Rd., Martinez, CA 94553. It is the intent of the Contracting Officer to make a firm-fixed price contracts award(s).
