Description
This is a Sources Sought notice only. This is not a request for proposals. There will not be specifications or drawings available. The Solicitation Number for this announcement is N69450-09-R-0060. The Naval Facilities Engineering Command, Southeast, is currently seeking potential sources for a Firm Fixed Price contract to provide off-site wastewater treatment for the NAS Key West Boca Chica Field located on the Boca Chica Key in Florida. The NAICS Code for this solicitation is 221320 - Sewage Treatment Facilities. The Small Business Size Standard is $7,000,000.00. In 1999 the Florida Legislature enacted legislation requiring all WasteWater Treatment Plants (WWTP) to reduce nutrients in their effluent discharging to the Florida Key's waters by 10 July 2010. This solicitation will include treatment of the wastewater services that will bring the wastewater discharge in compliance with state law, and will transfer the Navy's NPDES permit and all other environmental related responsibilities. This solicitation will include the ability to treat the Navy's current and future flows. The Navy currently has the capacity to treat the average daily flow of 0.2 million gallons per day (MGD) and the maximum permitted flow of 0.4 MGD. This solicitation will include connection of Navy wastewater system to contractor system and all infrastructure required to transport wastewater to the contractor's facilities for treatment. It is the intention that Source Selection procedures will be utilized in conducting this competitive negotiation, which will consist of the submission of price and technical proposals. The Contractor shall provide all labor, transportation, materials, and equipment to accomplish the contract requirements. In accordance with FAR 5.102, availability of the solicitation will be limited to the electronic medium and the Government will not provide copies. This solicitation will be posted to https://www.neco.navy.mil under the solicitation number N69450-09-R-0060, and will be available for download free of charge. This will be the only method of distribution of amendments; therefore IT IS THE OFFERORS RESPONSIBILITY TO CHECK THE WEBSITE PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITATION. The official Plan Holder List will also be maintained on and can be printed from the website. All prospective offerors must register as Plan Holders on the internet website for this solicitati! on. The successful offeror must be have current registration in the Department of Defense Central Contractor Registration (CCR) database, with a valid DUNS number, prior to contract award. Offerors not already registered in the CCR database are highly encouraged to do so by calling 1 (888) 227-2423, or via internet at http://www.ccr.gov. Failure to register in the CCR database may render the successful offeror ineligible for award. The Government will not pay for information requested nor will it compensate any respondent for any proposal. The anticipated RFP issuance date will be on or about 10 March, 2009. We are conducting a Market Research to determine interest and capability of potential sources. Do not submit capability statements; instead, companies wishing to respond are invited to go to the web site at https://www.neco.navy.mil to download and complete the associated market survey questionnaire. The due date for responses is Friday, February 6, 2009 at 4:00pm/EST. Market survey questionnaires, and all contractual and technical inquires shall be submitted under the title of N69450-09-R-0060 via electronic mail to Mark VanLuit at mark.vanluit@navy.mil.
