Description
The Department of Transportation, Maritime Administration, intends to award a contract on a sole source basis to Technical Marine Services to replace and upgrade controls for evaporator jacket water-by-pass loop, engine jacket water temperature regulation and exhaust gas boiler make-up feed. Because Technical Marine Services was selected following full and open competition procedures to perform Phases I and II of a three part automation system upgrade, it is believed that they are the only firm with the capability to perform the third part of this upgrade. The proposed upgrade must be operationally compatible with and integral with the recently upgraded engine automation system which features a G.E. Fanuc, Series 9030, programmable logic controller (PLC) based system performed by Technical Marine Services. The design and installation must be in accordance with all applicable regulations of the USCG and ABS. Proposed upgrade must be of proven reliability and supportability and must retain all existing functionality of the existing controls. This notice is not a request for proposals/quotes. However, interested parties may identify their interest and capability to satisfy the Government's requirements by emailing a Capability Statement (CS) or faxing the CS at 757-441-6080 by 2:30 p.m. on 26 Jan 2009. Capability statements must include documentation establishing the ability to satisfy the Government's requirements. Any information received will be considered for the purpose of conducting a competitive procurement. Interested persons should identify their interest and capability to the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
