- The Tongass National Forest has recently completed an evaluation of audiovisual needs at two world-class visitor centers, the Southeast Alaska Discovery Center (SEADC) in Ketchikan, Alaska, and the Mendenhall Glacier Visitor Center (MGVC) in Juneau, Alaska. These evaluations included assessments of visitor profiles, trends of ecotourism and expectations of visitors at the visitor centers, and the history and conditions of the current audiovisual offerings in each of indoor theatre facilities at each center. We have consistently viewed these visitor centers as the public face of the Tongass National Forest, which are visited by well over 750,000 people each year. The Tongass National Forest needs to install high-quality up-to-date sound, lighting, projection screen, and digital computer-driven visual projection systems to facilitate the showing of a True High Definition film 12 to 18 minutes in length for continuous showing during the summer season. We also need other equipment and attendant wiring to facilitate the use of remote accessed, computer driven projection from a laptop during the winter season lecture series, and the ability to play other DVDs and movies from the projection booths. Specific key messages, themes, and sub-themes for each movie will emphasize the unique qualities of public land in the Tongass National Forest, the mission and vision of the Forest Service as an agency, and the links between the resources and values of the public lands and the American people, residents and visitors, and the global community. Audiovisual hardware needs include: (1) Removal of existing unusable hardware and rewiring; installation, testing and training for a new high quality projector, projection control and playback through an encoded hard drive on a dedicated computer; (2) Backup device with flash drives for storage; (3) Power conditioner; installation of attendant surround sound; and (4) Remote connection for wide screen projection of external lap top driven programs separate from the movies such as power point programs and DVDs. The movie production needs include a True High Definition production that will include aerial and seasonal footage shot in southeast Alaska, color correction, captioning solutions, narration, and original music/background sound. Other needs include three master tapes of each of the productions for archival purposes and the potential for authoring a DVD of the movies for sale through the Alaska Geographic interpretive Association. The Tongass National Forest presently envisions two requests for proposals, one for the hardware solutions in the visitors’ centers, and the other for the production of two separate films. Our need includes a timeline that requires installations of hardware to take place in or soon after October 2009 and production of the movies to be completed in late spring of 2010 for viewing to begin in May 2010. Instructions to Interested Parties: Potential providers of audiovisual hardware for the two visitor centers and/or the production of movies for each site with options noted above are invited to identify themselves by submitting information and/or responses no more than four pages in length to the following items to help us understand such matters as (a) what capabilities exist in the marketplace to meet our needs; (b) whether the sequence of the RFPs (with hardware before production) is of critical importance; (c) how much detail is recommended for storyboards and written narration for the productions success; (d) whether our deadlines for outcomes are reasonable and doable; (e) thoughts on how the Forest Service might evaluate proposals to identify the best hardware and movie production solutions; (f) ideas and thoughts regarding the costs the Forest Service might be expected to pay; and (g) other information that might be helpful to the Forest Service as we determine our requirements and our approach to the acquisition. The information shared in your responses will be used by the Forest Service to determine how we might proceed with an acquisition strategy. This is not a solicitation for process and products to be purchased in the immediate future; rather, this is market research to help us determine how we might proceed with acquiring audiovisual hardware and movies for our visitor centers.
