Description
The U.S. Army Heritage and Education Center requires two minimum 21 passenger trailers Specialty Vehicles Executive Trailer or equivalent. The trailers will be utilized to transport tour groups through the Army Heritage Trail where many outdoor exhibits are displayed as well as serving as a shuttle during major events at the AHEC. The trailers are to have the following characteristics: A. Vehicle color is to be black with gold colored seats B. Vehicle operating surface is a gravel surface with slight inclines of less than 15 degrees. C. Trailers to be constructed of aluminum with all aluminum seat frames and an all aluminum top awning frame. Trailer skin is to be constructed with a baked-on painted aluminum. D. Seat cushions to be made of marine-grade vinyl with an interior vapor barrier to prevent mold E. Adjustable tongue for various ball heights with a 2 coupler F. Hydraulic front surge brakes G. All OSHA safety requirements including: tail, turn, brake lights and rear safety reflectors. ADA capability needs to be at minimum able to lift a wheelchair and have the strapping system, handrails and access gate. H. Vehicle needs to have speakers and amplifier mounted for a PA system with volume control along with a microphone and the ability to link to another trailer or tow vehicle. I. The trailer needs to have a tinted windshield and window/side weather barriers doors with enclosure The trailers must be specialty vehicles executive trailers or equivalent consisting of the above characteristics. The evaluation method will be lowest-price, technically acceptable LPTA where award will be made to the lowest price offeror who meets the technical criteria. All proposal submittals must include product specifications and example photos of their proposed product. This procurement is set-aside 100% for small business. The size standard for NAICS code 336999 is 500 employees. Offerors must be registered as a small business in the Central Contractor Registration http://www.ccr.gov to be eligible for award. It is estimated that the solicitation will be released on or about 27 January, 2009 with a closing date on or about 6 February, 2009.
