- This project encompasses: 1. The design and construction of a CAS Apron, consisting of a 58,200 SM medium-load paved apron sized to accommodate 24 fighters, including all connecting taxiways, shoulders, site work, markings, lighting, tie-downs, utilities (including but not limited to power connections and electrical infrastructure), and all other elements required to make the ramp complete and usable; 2. An upgrade to the existing MSA/ASP, consisting of the construction of an addition and modifications to the existing munitions storage area (MSA) compound. Project will include all required demolition, site grading, drainage improvements, and other site work, paved roadways, and earth-covered magazines, paved munitions storage pads, lightning protection, site lighting, fencing, and generator power to increase the capacity of the existing facilities to accommodate the safe receipt, storage, building and sustained delivery of munitions for up to 10 days of ground and air combat for six or more Brigade Combat Teams; and 3. Rotary Wing Parking and Taxiway consisting of an aviation parking apron sized for 12 CH-47 helicopters, a taxiway, lighting, markings, tie down and grounding points. Supporting Facilities include electrical and water distribution systems, roads, and site improvements. This project is phase 1 of 2 phases. At the completion of both phases, the construction projects will be able to support fifty (50) CH-47 aircraft. The magnitude of this construction project is between $25,000,000.00 and $100,000,000.00 USD. The expected contract duration is three hundred and sixty (540) calendar days. Plans and Specifications: Two (2) sets of the solicitation will be issued on compact disk (CD) to prime contractors at no cost. The solicitation will not be provided to subcontractors, suppliers, or vendors. Contracting Procedures: The solicitation will be a request for proposal (RFP). Source selection will be made using the best value trade-off process. Both non-pricing (technical) and price proposals are required. The evaluation factors with their significance and weight will be provided in the RFP. The Government may include options in the solicitation. The contract will be awarded on a firm-fixed price basis. Acquisition Time Line: Tentative date of issuance of Request for Proposal (RFP) number W912ER-09-R-0016 is 21 December 2008.
