- Description: Please disregard all previous postings for this solicitation. This announcement is for the purpose of soliciting names of construction contractors interested in submitting an offer to provide construction services for the design build of communication facility at Camp Arifjan, Kuwait. Project Scope: The project consists of development of a communication facility that is approximately 24,000 sq.ft. in size at Camp Arifjan Kuwait. The facility will include, but is not limited to, an information processing/operations area with computer data center; technical control operations area; a network operations center; Defense Switched Network (DSN) Telephone System; Video Teleconference Center; raised flooring; operations support, administrative, and storage area. It is an electronically integrated facility with classified and unclassified local area networks, global connectivity, and building information systems. Supporting facilities include electric service; perimeter lighting, water distribution, waste water collection, paving, walks, curbs and gutters; storm drainage; site improvements, and information systems. Additional systems include, but are not limited to, Heating, Ventilating and Air Conditioning (HVAC) systems, fire suppression and detection systems, and annunciation systems. Primary electrical power will be provided by a self contained prime power generation plant. The magnitude of this construction project is between $25,000,000 and $100,000,000. The expected contract duration is 540 days. Additional Requirements: Construction contractors are invited to participate in this project. All firms applying shall be licensed to do business in the State of Kuwait or demonstrate the ability to be licensed at contract award and will comply with the laws and regulations of the State of Kuwait to become licensed. U.S. CONTRACTOR DEFINED: To be considered a U.S. firm, the firm must be incorporated and have its corporate headquarters in the U.S.; have filed corporate and employment tax returns in the U.S. for a minimum of two (2) years (if required) and has filed State and Federal income tax returns (if required) for 2 years; have paid any applicable taxes determined to be due as a result of such filings; and employ U.S. citizens in key management positions. JOINT VENTURE AS U.S. CONTRACTOR: Joint venture (JV) arrangements are allowed so long as the Government can classify the JV as a U.S. entity. For a JV to be considered a U.S. entity, the U.S. firm must be the controlling partner, with at least 51% vested financial interest in the JV. Plans and Specifications: Two (2) sets of the solicitation will be issued on compact disk (CD) to prime contractors at no cost. The solicitation will not be provided to plan rooms, subcontractors, suppliers, or vendors. Contracting Procedures: The solicitation will be a request for proposal (RFP). Source selection will be made using the best value tradeoff process. Offers from firms that do not qualify as United States firms will be evaluated by adding 20 percent to the offer. Both non-pricing (technical) and price proposals are required. The evaluation factors with their significance and weight will be provided in the RFP. The Government may include options in the solicitation. The contract will be awarded on a firm-fixed price basis. Acquisition Time Line: Tentative date for issuance of Request for Proposal (RFP) number W912ER-09-R-0019 is 5 February 2009. Tentative date for receipt of proposals is 10 March 2009. Tentative date to award the contract is 24 March 2009. The request must state the name of the company, mailing and shipping addresses of the firm, telephone and fax numbers, point of contact, and reference the solicitation number (RFP number). Indicate on the request whether your firm is a prime contractor, JV, subcontractor, supplier, or vendor. In your request, state whether or not you need the base access forms for the site visit.
