Description
The U.S. Army Corps of Engineers, New England District is issuing a Sources Sought Announcement for Design/Build project for a Cryogenics Bio-Repository Addition, Veterans Affairs (VA), Boston, Massachusetts to determine the interest, availability, and capability of Service-Disabled Veteran-Owned, 8(a), HUBZone, and Small Business concerns as described below. The NAICS code for this procurement is 236220 with a size standard of $33,500,000. The estimated construction cost is between $1,000,000 and $5,000,000. The work involves design/build of a 4,000 s.f. addition to the Research Building 1-A basement level to accommodate the Cryogenic storage freezers, and provide office and record storage space. Also included are common dry storage areas. The solicitation will contain a 15% conceptual design and the selected contractor will be required to take the design to completion and ultimately construct the building. The new addition will provide an open space structure to facilitate the placement of a revolving compact cryogenic storage system. The newly renovated space will meet all VA design criteria and incorporate the latest in space environment controls to ensure the integrity of the experiments and the reliability of the equipment. The addition will incorporate the latest in energy efficient design/ construction for HVAC, building envelope, and energy controls/ energy management system to reduce electrical consumption via energy efficient lighting and room occupancy shutoff capabilities. The HVAC will have individual room monitoring and controls to eliminate energy losses. The Cryogenic storage units (to be procured separately by VA) will be cooled by nitrogen gas in lieu of electrically run compressors this will greatly reduce electrical consumption. Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, etc.) as well as qualifications of the team and experience in performing the work requirements stated above. Please include a specific design/build example that team has performed. Include any experience working in a hospital environment. Proof of bonding capability is required. Responses are due February 6, 2009. Responses should be addressed to the U.S. Army Corps of Engineers, New England District, 696 Virginia Road, Concord, MA 01742-2751, ATTN: Mr. Brad A. Schweitzer. Responses are limited to twenty pages. Firms interested shall provide the above documentation in one original form and one copy. The Government will not pay for any material provided in response to this market survey nor return the data provided. This notice is for information purposes only and is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
