- EXTENSION OF DCGS INTEGRATION SUPPPORT CONTRACT (DISC) F19628-01-C-0047. This announcement constitutes a Notice of Proposed Contract Action (NOCA) for a non-competitive Cost Plus Award Fee modification for the purpose of extending the contract period of performance and increasing the contract value of the DCGS Integration Support Contract (DISC), F19628-01-C-0047, with General Dynamics Automated Information Systems (GDAIS, formerly Verdian Systems). The current period of performance ends 31 December 2009. The new period of performance will be 1 January 2010 through 31 December 2010, with one option year for the period 1 January 2011 through 31 December 2011. The estimated cost of the contract will increase by $20M. The contract extension with the incumbent contractor, General Dynamics Advanced Information Systems, is for the continuation of critical Systems Engineering, Network Engineering, Configuration and Baseline Management, Process Improvement, and Site Activation operations and capabilities for the AF DCGS Program Office. This extension is required to ensure seamless systems integration support for the installation and integration of Block 10.2 and to avoid any further delays to the current Block 10.2 schedule. The Government requires seamless, uninterrupted support in network communications and site activation services. Due to warfighter requirements changes, which were beyond the Government's and the current DISC contractor's control, the Block 10.2 field installation and integration schedule has been delayed, thus requiring an extension to the DISC contract period of performance. The authority for this action is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice does not constitute a Request for Proposal, and it does not restrict the Government as to the ultimate acquisition approach, nor should it be construed as a commitment by the Government. In addition, AFFARS 5352.201-9101, Ombudsman, will be included in this acquisition's solicitation and contract.
