Description
The Air Traffic Organization's (ATO) Organizational Effectiveness Office has a requirement for contractor support services in support of two key strategic areas: "People-Driven Service Excellence," and "World-Class Administrative and Business Operations." The Organizational Effectiveness Office assesses organizational effectiveness needs and develops, implements, and evaluates programs, policies, and practices to most effectively address these needs. Activities include designing and implementing systems, processes, tools, and evaluative measures to maximize the effectiveness of organizational performance. The office also consults with ATO management on succession management, executive development, transformational change, leadership, and team effectiveness initiatives and challenges. The FAA anticipates awarding an Indefinite Delivery/Indefinite Quantity (IDIQ), Fixed Price Contract. Delivery orders will be utilized to further define and cost the specific assignments under the contract. This procurement is a full and open competition. All interested sources are referred to the attached SIR, which includes Parts 1 and 2, and Attachments L-1 and L-2. Offerors must complete and submit Attachment L-1, Business Declaration Form with their offer. Instructions for Attachment L-2, Past Performance Questionaire, are found at Section L-17 of the SIR. Any responses received after that date and time will not be considered in accordance with AMS provision 3.2.2.3-14, Late Submissions, Modifications, and Withdrawals for Submittals. Proposal submissions must be in accordance with Section L of the SIR. If all requested information is not furnished, the vendor's response may be determined unacceptable. Oral or written communications with offerors, during the screening process, will be conducted if the FAA deems communication is necessary. Questions regarding this SIR must be submitted in writing to John Gamble, Contracting Officer, at john.gamble@faa.gov, with cc to tanyka.l.lawrence@faa.gov, until close of business February 13, 2009. No telephone inquiries will be accepted.
