Description
Randolph AFB intends to issue a purchase order, sole source, to Laguna Construction Company for the repair/replacement of the High Level Liquid Alarm System in the JP8 Fuel Storage Tanks number 20 and 21. The requirement is intended to bring the existing unfriendly environmental condition into compliance with CFR Title 40, ‘Protection of Environment.’ The project site is the JP8 Fuel Storage Yard, 4th St. West, Bldg 1039, Randolph AFB, Texas. The wiring system on the High Level Liquid Alarm Systems shorted due to the entry of rain water in the junction boxes. Additionally, the conduits have deteriorated and need to be replaced. Laguna Construction Company assets are currently mobilized and performing work on a separately awarded contract to remove and replace defective and deteriorated liners in the dikes which surround the fuel storage tanks. Time is of the essence to bring the tanks into compliance with code and to prohibit further interference with the 12th Flying Training Wing’s flying mission. Laguna will be able to replace / install the alarm systems concurrently with their current work preventing further delays. Furthermore, should a different contractor be awarded this purchase order, they would have to remove portions of the liner installed by Laguna, hence, voiding their warranty. For the above reasons, the Government has determined that it is in their best interest to award this requirement sole source to Laguna. All responsible sources who can provide the above requirement at prices, terms and conditions, equal to or better than those which can be provided by Laguna Construction Company, to include timliness of work and assuming of all future warranties of Laguna’s existing contract should submit clear and convincing data in writing substantiating an ability to furnish the entire requirement.
