Description
This Sources Sought Request for Information (RFI) is issued for informational purposes to locate capable businesses. The Air Force is conducting market research and desires input from industry to assist in requirements planning. The information requested by this synopsis will be used within the Air Force to facilitate the decision making process and will not be disclosed outside of the agency. Please note: The Air Force will not be responsible for any costs incurred by interested parties in responding to this RFI. Headquarters Air Mobility Command (AMC) is interested in the identification of capable sources to provide between 1,100 to 1,200 each High Altitude Liquid Oxygen (HALO) System Adapters. The HALO System Adapter Assembly provides a means to adapt any of the existing 54 parachutist oxygen outlets on the C-17 for use with medical equipment. 1. Description: The HALO System Adapter Assemblies will need to meet, at a minimum, the Essential Characteristics (Attachment 1). 2. Interested organizations shall be required to develop a prototype at their own expense that will be tested for Aeromedical Evacuation (AE) certification (Safe-to-Fly). 3. Information requested: a. Company Information. Name, Address, telephone number, FAX number, point of contact(s) name(s), phone number, e-mail address. b. Capability Information should include a brief description of experience in providing the requirements similar to the requirement described above. Please include contract references relating to HALO System Adapter Assemblies to include: i. Contract number and Contract Type ii. Agency/Company supported iii. Period of performance iv. Original contract value v. Point of Contact (POC) with current phone/fax number vi. Brief description of the effort. The capability package must be clear, concise, and complete. The Air Force is under no obligation to provide feedback to the company, or to contact the company for clarification of any information submitted in response to this request. Capability packages should be limited to no more than 5 pages. c. Identification of business size and whether currently designated a small business as defined the Federal Acquisition Regulation FAR Part 19 and also currently registered in the Central Contractor Registration (CCR) system. Small business size standards are published by the U.S. Small Business Administration (SBA) and may be found at www.sba.gov/size/sizetable2002.html. The applicable North American Industry Classification System (NAICS) Code is 332912. Small Business size is 500 employees. d. Identify any additional technical information needed to submit a proposal that is not currently in the Essential Characteristics document. e. Identify Major Risks: Provide general information to identify any major risks anticipated. f. Any special contract terms and conditions that would need to be included in a subsequent solicitation. g. Insight as to the commerciality of this item, i.e. do you currently provide this item to any customer other than the Federal Government? h. Any other information deemed useful to the Air Force. 4. Submission Information. Response by e-mail is required and should be forwarded to John Baggett, Contract Specialist, via e-mail at John.Baggett@scott.af.mil. Response must be received by this office at or before 4:00 pm CST on 12 Feb 09. This request for information is not a commercial solicitation and the Government will not pay for any information submitted or for any costs associated with providing the information.
