- DESCRIPTION: The Department of State has a requirement to procure non-personal services to provide direct support to it’s Bioengagement Program (BEP). This program is a Congressionally funded assistance program intended to strengthen biological security world-wide. This sources sought notice is issued for the purpose of determining the availability and technical capabilities of at least two qualified small businesses, woman-owned small businesses, veteran-owned small businesses, service disabled veteran owed small businesses, or HUBZone small businesses capable of performing. BEP activities are focused on the promotion of laboratory safety, biosecurity and best practices; safe, secure and sustainable lab capacity building through technical consultations at high containment facilities, building disease surveillance networks, and promoting the use of modern diagnostics; and fostering collaborative research designed to improve human and animal health. Key objectives for BEP are to: 1) Complement and coordinate with other DOS, USG and international policy and assistance efforts; 2) Provide assistance toward safe and transparent biological threat reduction activities; 3) Implement pathogen security and biosafety infrastructure upgrades at priority sites; and 4) Provide grants assistance for safe, secure and sustainable laboratory capacity building, on topics including disease surveillance, diagnostics, R&D projects and training. Activities include engaging scientists in high risk areas such as South and Southeast Asia, and the Middle East in best practices training, collaborative research, and disease surveillance. Regional work in Africa and Latin America is currently focused on fostering biosafety and biosecurity associations and networks as well as the development of regional risk-assessments and subsequent program plans for future work. BEP implementation requires flexibility as well as dedicated subject matter expertise in both the biological sciences and program management. The facility clearance level for this requirement is secret. The key personnel for this requirement are • Technical Specialists/Project Managers (4) •Administrative Person (1) Replacement for key personnel must be provided with 14 days of position vacancy and all other vacancies must be filled within 30 days of position vacancy. Interested small businesses shall e-mail a capability statement signed by a corporate official who can officially bind the company and verify that the company meets the above requirements. The capabilities statement shall be in sufficient enough detail so that the Government can determine the experience and capabilities of your firm to provide the requirements in the Performance Work Statement, but not to exceed 5 single sided, single spaced pages of a font size no smaller then 12 point. The capability statement should have attached a minimum of three (3) business references (not included in page count) with current contact information relevant to the primary functions of this requirement as described in the attached DRAFT Performance Work Statement.
