Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) The solicitation number is FDA-SOL-09-1053064 and is being issued as a Request for Quotation (RFQ). (iii) This solicitation and incorporated provisions are those in effect through Federal Acquisition Circular 2005-30. (iv) This solicitation is being issued as a TOTAL SMALL BUSINESS SET-ASIDE. The NAICS code is 541511 and the small business size standard is $25M. The Government intends to issue a firm fixed price purchase order and reserves the right to issue an award without discussions. (v) & (vi): STATEMENT OF WORK: 1.0 BACKGROUND FDA is preparing to migrate into the Department of Health and Human Services (HHS) Property Management Information System (PMIS), which is currently running on Sunflower Assets version 3.8. HHS is also planning to upgrade the PMIS to Sunflower Assets version 4.5 in conjunction with the FDA migration effort. In addition to adopting all PMIS standard configurations, FDA is developing six customizations to the Sunflower software and approximately 20 custom reports. FDA’s transition to the PMIS will require end user training on standard PMIS functions and processes and the FDA-specific customizations. 2.0 GENERAL REQUIREMENTS: The goal of this task is to train an estimated 75 end users on the features of the PMIS Sunflower Asset Management System version 4.5 that will allow them to perform their property management functions that they do currently in the existing system, AMS. These functions include recording purchased property, transferring and disposing of property and performing the various functions involved with the annual inventory process. FDA is looking to have a training program developed based on FDA's Property Management Information Software (PMIS) functionality, configurations, customizations, and business processes. The training curriculum and materials will be tailored to address selected FDA' PMIS functionality. The FDA training instance and data will be used for all training demonstrations and exercises. FDA would like to have the classes developed based on the modules that are present in the Sunflower System and topics covered that hone in on the FDA specific needs and customizations. 2.1 SPECIFIC REQUIREMENTS The following Annams System Sunflower PMIS training shall include: User Interface and Core Concepts – This course is more of an overview of the Sunflower system, not limited to a specific module. It will introduce students to the Sunflower interface and cover basic concepts for working with the Sunflower application. Topics include: a. Accessing Sunflower b. Sunflower forms c. Application Toolbar d. Query Criteria e. Complex Fields f. Organizations g. Locations h. User Defined Fields Sunflower Management Module – The management module is the primary functional module users work with to review and update PMIS property records. Topics should include: a. Viewing property records b. Updated Property c. Viewing the Summary and History Timeline d. Creating new property records from scratch e. Entering mass changes Sunflower PO Interface – The PO Interface is used to create property records from information flowing into PMIS from the purchasing system. Topics include: a. Retrieving purchase orders from the PO interface b. Creating new property records from the PO interface c. Duplicating records from the PO interface d. Managing non-property items from the PO interface Sunflower Review Module - The Review module is used to establish and manage physical inventory campaigns. Topics should include: a. Establishing review campaigns b. Creating an inventory base c. Defining valid resolutions d. Recording on-line resolutions e. Managing the physical inventory Sunflower Mobile Track – Mobile Track is the hand held scanning software used to record resolutions. Topics should include: a. Preparing mobile track b. Recording resolutions with Mobile Track c. Transferring resolutions with Mobile Track d. Managing errors with Mobile Track Sunflower Finance Module and the GL Interface – The Finance module is used to record capitalization and depreciation transactions and transfer financial transactions to the UFMS General Ledger. Topics should include: a. Creating financial assets b. Capitalizing financial assets c. Adjusting and transferring capital value d. Viewing financial transactions e. Reconciling GL transactions Reports Module – Topics should include a. Overview of Sunflower reporting capabilities b. Running standard Sunflower reports c. Running custom Sunflower reports 3.0 DELIVERABLES The trainer will provide the following deliverables: a. Course Curriculum – Outline of topics, lessons and exercises to be covered in training the course(s) b. Training Materials – Tailored training materials providing FDA business process context and step by step instructions for working with PMIS functionality. Materials will be provided in hard –copy and electronic formats. c. Training Delivery – Training will be delivered to approximately 75 to 100 FDA employees. 4.0 TRAINING ASSUMPTIONS The following assumptions need to be taken into account when responding to this proposal: a. Trainer will have access to the FDA configured training instance to create training materials and exercises b. Trainer will have access to FDA PMIS end to end business process and subject mater experts c. The scope of the training effort will not extend beyond the topics identified in the scope of work section d. The training will take place in an FDA facility in the Washington DC area 5.0 ACCEPTANCE OF TRAINING MATERIALS All training materials will be reviewed and approved by the FDA PMIS implementation team prior to the training being delivered. 6.0 PERIOD OF PERFORMANCE: Training must be completed 30 Days after the Effective Date of Award (viii) The provision at FAR 52.212-1 titled, "Instructions to Offerors –Commercial" (JUN 2008), applies to this acquisition and is available at website: http://farsite.hill.af.mil/reghtml/regs/far2afmcfars/fardfars/far/12.htm#P257_45709. 7.0 EVALUATION CRITERIA: (ix) The provision at FAR 52.212-2, titled, "Evaluation of Commercial Items" (JAN 1999), is applicable to this acquisition. The Government plans to evaluate the quotes on a Lowest Priced Technically Acceptable (LPTA) basis. The following factors shall be used to evaluate quotes and are listed in descending order of importance: A. PRICE: The Government intends to award a firm fixed price award to the lowest priced technically acceptable offeror. The contractor's price quote shall cover training for 75 end users in the Washington DC area. The Government will determine price reasonableness based on standard commercial prices for similar services. B. TECHNICAL UNDERSTANDING: To determine technical merit, each quotation will be evaluated against the requirements listed in this solicitation. All vendors submitting a quote must provide supporting documentation that they are legally authorized and technically capable of providing training on Annams System Corporation's Sunflower Property Management Information Software and can meet the requirements listed in the solicitation. 1) The proposals will be graded subjectively with final scores of, “Acceptable”, or “Unacceptable”. A score of “Acceptable” would mean that the proposed training fully met the requirements. An “Unacceptable” score means that the offer will not be considered for award. 8.0 CONTRACT TERMS AND CONDITIONS: (x) Vendors shall complete FAR 52.212-3, Offerors Representations and Certifications - Commercial Items (JUN 2008). This can be done electronically at http://orca.bpn.gov. The contracting officer will review the vendor’s online certifications at http://orca.bpn.gov to ensure that they are accurate and complete. If the vendor does not have active representations and certifications registered online they will be disqualified from being considered for award. (xi) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items (OCT 2008), applies to this acquisition.
