Description
This Request for Information Notice is issued by the US Forest Service in performing market research to determine industry interest and capabilities. This is a request for information announcement only. This is not a solicitation or request for proposal and in no way commits the Government to award a contract. The Government does not intend to award a contract(s) based solely on the submission of this Request for Information nor does it intend to pay for any costs incurred in response to this announcement. The US Forest Service reserves the right to terminate this request and change its requirements if needed. Responding to this notice does not guarantee participation in future activities. The US Forest Service is issuing this request for information as part of market research for the inspection, repair and overhaul of Pratt & Whitney PT6A engines installed on USDA Forest Service Government owned aircraft, in accordance with Federal Aviation Regulations and FAA approved inspection programs. The US Forest Service is seeking/targeting qualified businesses that have the capability to provide the above services. The US Forest Service anticipates awarding a contract with a base period and four, one year option periods. Services would commence in fiscal year 2009. Any vendor responding to this request for information notice must provide detailed answers to the following questions: 1. Are you an Authorized Pratt & Whitney Canada (P&WC) Overhaul Facility for the following engines? (Yes/No) PT6A-27/28_________ PT6A-34 _________ PT6A-42 _________ PT6A-67R _________ P&W 530A _________ 2. Are you an FAA Certified Repair Station for Pratt & Whitney engines? Does the Repair Station rating include overhaul of these engines, or just repair? Please provide the Repair Station number(s) and ratings in the following format. Repair Station #_______________Location_________________ Overhaul (Yes/No)Repair (Yes/No) PT6A-27/28 ______________ PT6A-34 ______________ PT6A-42 ______________ PT6A-67R ______________ P&W 530A ______________ 3. Do you have a 24-Hour Customer Support Line? If so, is this a Call Center manned on a 24-hour basis, or a technical representative providing this service away from work, and/or after normal duty hours? 4. Do you provide On-Site Technical Support (Mobile Repair Team)? Is this service provided by your full-time employees, or do you contract it out? 5. Do On-Site Technical Support (Mobile Repair Team) technicians provide approval for return to service? If so, do they approve for return to service under their own certificates, or under a Repair Station Certificate? 6. Can you provide rental engines? If so, where is the closest one to Ogden, Utah based? 11. How many technicians performing overhaul functions are FAA certified, compared to non-certified? How many technicians performing repair functions (at locations other than the Overhaul Facilities identified in question 10) are FAA certified, compared to non-certified? What, if any, of the overhaul functions is outsourced, to include accessory/appliance overhaul? 17. Have you previously had government contracts to provide engine overhaul and repair services? 18. Do you presently have any government contracts to provide engine overhaul and repair services? 19. Have you had any FAA violations within the last 24 months? If so, what were they for? 20. Have you filed for bankruptcy within the last five years? If so, please explain the circumstances. 21. How long have you been in business under your present company name? If less than 5 years, please list the names previously used, and the reason for the name change. Additional written information should include descriptions of current and past contracts for similar work, past performance information, dollar value, and Government point of contact. Information should be electronically submitted to Kellie Shaw, referencing the above request for information number, at kjshaw@fs.fed.us. Telephonic inquiries will not be accepted. All information should be received by the IDAWY Acquisition Service Center contact by close of business, Friday, February 6, 2009. There is no solicitation document available. Electronic submission of the above information is acceptable. The government will not return or pay for any information provided in response to this announcement.
