- THE LITTLE ROCK DISTRICT, CORPS OF ENGINEERS WILL BE ISSUING A REQUEST FOR PROPOSAL (RFP)W9127S09R0011 FOR A TAINTER (RADIAL) GATE POSITION MONITORING SYSTEM AND ASSOCIATED EQUIPMENT AT OZARK, ORMOND, TOAD SUCK, MAYNARD, SANDERS AND HARDIN LOCKS AND DAMS. The Little Rock District, Corps of Engineers maintains an extensive system of navigation locks and dams on the Arkansas River within Arkansas. This document is a specification for electronic monitoring systems to accurately indicate the position of all tainter gates located at the Ozark, Ormond, Toad Suck, Maynard, Sanders, and Hardin Locks and Dams. This document also is a specification for electronic monitoring systems to accurately measure headwater, tailwater and lock elevations, and lock tainter valve openings at various Locks and Dams. This document describes a technology framework and is not a comprehensive specification for a specific project site. The Corps of Engineers desires an open monitoring system based on industry standards and commercially available equipment. This system specification leverages the product interoperability standards defined by the SDI-12 Serial Digital Interface Standard together with commercial 802.3 Ethernet infrastructure. The dam structures present unique difficulties due to their large physical size and widely separated placement of sensors and displays on the structures. Electronic equipment at such facilities is vulnerable to lightning damage,corrosion and other hazards. The SDI-12 (Serial Data Interface Standard at 1200 baud) is well suited for applications of this nature and is specified as the field-bus for this project. SDI-12 is a serial digital communication standard for interfacing data recorders with microprocessor-based sensors. SDI-12 sensors and instrumentation are used widely within the Corps of Engineers Hydraulics and Hydrology (H&H) divisions. THIS RFP HAS BEEN SET ASIDE FOR SMALL BUSINESS. THE DESIGNATED NAICS CODE IS 334519 AND THE SIZE STANDARD IS 500 EMPLOYEES. THE CORPS OF ENGINEERS INTENDS TO NEGOTIATE A COMPETITIVE PROCUREMENT USING SIMPLIFIED ACQUISTION PROCEDURES WITH FAR SUBPART 13.5 - TEST PROGRAM FOR CERTAIN COMMERCIAL ITEMS, AND AWARD A FIRM FIXED PRICE PURCHASE ORDER WITH A PERIOD OF PERFORMANCE FROM THE EFFECTIVE DATE OF AWARD THROUGH 90 DAYS THEREAFTER. THE RFP WILL BE ISSUED AND POSTED ON FedBizOpps ON OR ABOUT 11 FEBRUARY 2009.
