Description
Notice of intent to award a sole source contract to the Sandhill Company, a service disabled veteraned owned small business located in Moab, Utah. The Sandhill Company has 30 years of raptor experience and extensive knowledge of the upper Yukon River corridor. The Sandhill Company will survey American Peregrine Falcons along the upper Yukon River. Contractor shall also train park staff in the scientific methodology of occupancy and productivity surveys of the American Peregrine Falcon. Contractor shall provide training to park staff in the use and application of digital recordings devices for supplementing avian surveys. The sole source justification is under authority of FAR 6.302-1 (a) (2). This is a base year contract with four (4) option years. The value of this contract is expected to be approximately $85,000. NAICS: 541690 The National Park Service (NPS), Yukon-Charlie Rivers National Preserve required the following services: 1. Conduct American Peregrine Falcon Surveys and train staff.The Contractor will conduct occupancy and productivity surveys of American Peregrine Falcons along the upper Yukon River and also train natural resources staff in the scientific methodology. Training shall include: conducting American Peregrine Falcon field surveys, identifying common nesting sites (Eyrie Identification), and training in the biology and behaviors of American Peregrine Falcons. 2. Collect American Peregrine Falcon data and database entry of material.The Contractor will populate the raptor database with occupancy and productivity data, GPS coordinates of viewing locations, sample data for genetics and contaminants analysis and photograph nestlings, adults and each territory or bluff used by the American Peregrine Falcons. 3. Train staff in the use and application of digital recording devices for digitally recording bird sounds.The Contractor shall introduce and train natural resources staff in the use and application of digital recording devices for supplementing avian surveys. 4. The Contractor shall provide two (2) CDs of digital recordings collected of bird songs and calls, both American Peregrine Falcons and other interspersed bird species recorded along the upper Yukon River. The government will consider all expressions of interest (EOIs) received prior to 15 days after date of publication of this synopsis and before 4:00 pm Alaska standard time. EOIs sent via the U.S. Postal Service should be mailed to: National Park Service, Alaska Regional Office, Attn: Erica Cordeiro, 240 W 5th Ave, Anchorage, AK 99501. EOIs sent via Federal Express or hand carried must be delivered to the same address above during weekdays, excluding federal holidays, between the hours of 7:30 am and 4:30 pm. EOIs may be submitted via facsimile to Erica Cordeiro at 907-644-3802 or email at Erica_Cordeiro@nps.gov. Facsimile transmittals must clearly identify this notice on the first page. Submitters bear the burden of ensuring that the EOI reaches the designated contracting office on time and should allow a reasonable time for facsimile transmittals to be completed. All pages of the transmission must reach the office before the deadline specified and pages of a facsimile transmission that arrive in the office after the specified deadline will not be considered. The submitter bears the risk of non-receipt of facsimile transmissions and should confirm by telephone that any facsimile was received by calling 907-644-3303.
