- The Governing Board is an independent, bipartisan board that sets policy for the National Assessment of Educational Progress (NAEP), commonly known as The Nation’s Report Card. NAEP makes objective information on student performance available to policy-makers and the public at the national, state, and local levels. It has served an important role in evaluating the condition and progress of American education for more than three decades. Created by Congress in 1988, the Governing Board is made up of 26 members, including governors, state legislators, local and state school officials, educators and researchers, business representatives, and members of the general public. More information on the Governing Board is at www.nagb.org. The Governing Board is seeking a contractor to provide support services for its web site— www.nagb.org, at the expiration of the current contract on September 29, 2009. The estimated annual cost of this work is approximately $100,000. The successful bidder will work with the incumbent contractor to transition the web site prior to the contract expiration date. The scope of work required includes design, posting, quality control, and ongoing assistance to maintain and update the site. The HTML and Flash-operated site will require creating and editing numerous text, photos, and graphics. It also requires the ability to quickly post documents and other materials on tight deadlines, and create links to them for distribution to media and the general public. The scope of work also includes positioning the site as a home of multimedia projects, including podcasts and presentations, as well as keeping regular track of web traffic through detailed reports on site usage and visitation. Period of Performance: The proposed contract will be an Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a 12-month performance period, with three (3) renewable option years. The National Assessment Governing Board intends to issue a Request for Proposals (RFPs) on or about April 20, 2009. Responses will be due on or about June 22, 2009.
