- THIS NOTICE IS FOR INFORMATION ONLY - The Health Resources and Services Administration (HRSA) intends to negotiate on a SOLE SOURCE basis with The American Association of Poison Control Center, 515 King Street, Suite 510, Alexandria, VA. The purpose of this procurement is to contract with the American Association of Poison Control Centers (AAPCC), a nationwide organization of Poison Control Centers (PCCs) and interested individuals, to enhance and expand the National Poison Help Campaign through technical expertise. The AAPCC will work with HRSA and the media/marketing firm to provide technically accurate and scientifically based expertise for the development of campaign messages and materials. Once the materials are developed, the AAPCC will assist in coordinating and distributing them to poison centers AAPCC shall conduct a statistical analysis to determine if the current formula to determine the transition rate-the ratio of call volume on the 1-800 Poison Help number to total call volume-is still applicable. Through optional tasks, based on performance and availability of funding, the contractor shall develop and provide on-line training on the NPDS to the poison control centers, provide research assistance to HRSA and the poison centers, coordinate National Poison Prevention Week activities among PCCs, update national poison prevention fact sheets and implement a Web cast to educate health and injury prevention organization and agencies about NPDS. The period of performance for this project will be for 12 months with two twelve month Options. In accordance with Section 1273 of the Public Health Services Act (42 U.S.C. 300d-73) as amended by the Poison Center Support and Enhancement and Awareness Act of 2008 and FAR 6-302-1, a Justification for Other than Full and Open Competition is on file. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6-302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all capability statements received within 30 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. 09-N234-6253
