Description
The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the Ceramics Division, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with ULVAC Technologies, Inc., Methuen, MA, for the purchase of an Infrared (IR) Optical Tube Furnace with Custom Quartz Tube. Sole Source determination is based on the following: NIST requires an Infrared (IR) Optical Tube Furnace with custom quartz tube which is a rapid heating, cold wall optical reflector furnace capable of reaching 1,200C peak and 1,000C continuous duty maximum operating temperatures. This IR Furnace will be used to certify a high temperature Seebeck coefficient Standard Reference Material. Therefore, the system must have the lowest uncertainty possible. Without the temperature stability and consistent profile offered by the IR furnace, it will be difficult to stabilize the sample temperature of the samples and the sample holder. A stable temperature is necessary to accurately measure temperature dependent properties. In addition, this system will measure small temperature gradients along the sample. The ULVAC IR furnace will maintain a consistent temperature gradient along the sample, allowing the measurement system to apply and accurately measure small gradients purposely placed on the samples. Without the stability of the IR furnace, it would be extremely difficult to control and isolate these applied temperature gradients. As a result, ULVAC Technologies, Inc., is uniquely qualified to provide the required IR Furnace. ULVAC is the sole manufacturer and distributor of the system. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by February 9, 2009, 3:30 p.m. EST. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
