- This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), Marine Operations Division located in Norfolk, VA on a sole source basis with Pacific Maritime Institute (PMI). The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed vendor will conduct a one (1) day Voyage Planning class and Four (4) days Bridge Resource Management Course for twelve (12) students. Classes to be held Week of FEB 23-26, 2009 at NOAA Ship Okeanos Explorer in Seattle, WA. The class will be conducted using simulators which PMI has developed for NOAA. PMI has developed the 12 NOAA simulations in 3 areas of operations: Seymour Narrows, Puget Sound and Columbia River Bar to Astoria in addition to their existing library. The class is both a refresher of the basic classes we have already taken as a foundation, and an introduction to the higher level of awareness and skill we need to navigate in the situations we encounter on our ships. Requirements: 1. A simulator with the particulars closely matching the physical characteristics of our ships: OSCAR DYSON, MILLER FREEMAN, RAINIER, FAIRWEATHER, and MCARTHUR II (TAGOs class) to start. In FY 08 the OKEANOS EXPLORER and KA'IMIMOANA and DAVID STARR JORDAN will be available during the winter in port period. 2. Simulations of the areas we frequent: Puget Sound to Admiralty Inlet including the Ballard Locks; Inside Passage including Wrangell and Seymour Narrows; San Francisco Harbor and approaches; and Alaska Ports including Dutch Harbor, Juneau, and Prince William Sound. 3. Location to facilitate minimal travel expenses for our students and a schedule to accommodate our very busy winter in Port Period and Sailing Schedule for FY 08. Cost Competitive. 4. Simulations that utilize our staffing situations: docking/undocking evolutions with 6 on bridge (Conn, CO, helm, engines/thruster, NAV and log); underway with 3 on bridge (lookout, OOD and JOOD); and restricted passage with 4-5 on Bridge (lookout, OOD, possibly JOOD, and CO and/or XO or NAV). 5. 4 simulations per day for a total of 12 over 3 days with debriefings for each (7 transit, 3 docking/undocking, and 2 close quarters) 6. Scenarios that stress key BRM factors including: situational awareness, organizing the bridge team, delegating task and duties, breaking error chains, improving internal and external communications, voyage planning and contingency planning and managing distractions. 7. Training Certificates to be provided to each student The government intends to negotiate a firm- fixed price contract with a period of performance that will start from Feb 23, 2009 and will end Feb 26, 2009. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days of publication of this synopsis will be considered by the government.
