Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, ED-FSA-09-R-0011, is issued as a Request For Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-28. The Government intends to award a Firm-Fixed Price contract. The Contract will be for a period running from Date of Award through April 30, 2009. All eligible offerors shall provide a firm-fixed price for Contract Line Item Number 0001. Description: Through this solicitation, the Government is seeking to procure outreach support for student aid awareness in the form of booth space at college fairs being held in all of the following locations during February, March and April 2009: •Rochester, New York •Syracuse, New York •Buffalo, New York •Memphis, Tennessee •New York, New York •Grand Rapids, Michigan •Livonia, Michigan •Houston, Texas •San Diego, California •Ontario, California •Anaheim, California •Pasadena, California •Ventura, California •Providence, Rhode Island •Cleveland, Ohio •Edison, New Jersey The provisions at 52.212-1, Instructions to Offerors - Commercial apply to this acquisition. The provision at 52.212-2, Evaluation – Commercial Items, will be used. Evaluation factors include: Past Performance and Price, with non-price factors being significantly less important than price. A review of an offeror’s ability to provide booth space at comparable events in the past will be reviewed utilizing any method deemed appropriate by the Government, primarily by speaking with individuals who have attended such conferences in the past. The Government may contact an offeror to obtain references after receipt of proposals. A completed copy of the provision at 52.212-3, Offeror Representations and Certifications – Commercial Items, as well as the provision, 307-17a Conflict of Interest Certification, must be included with all responses. In addition, the attached Standard Form 1449 must be completed, signed and returned with each proposal. All applicable clauses are included in the attached solicitation documents. This announcement includes all attached addenda. Award shall be made to the offeror whose offer represents the best value to the Government.
