Description
This notice serves as a Request for Quote (RFQ) for the Mine Safety and Health Administration (MSHA). The Agency intends to award a contract for professional services to propose provisions in the MINER Act of 2006 and to address risks associated with respirable dust in coal mines. The services required are to: Provide a recommended rule for MSHA approval from recommendations of the technical study panel on the Utilization of Belt Air and the Composition and Fire Retardant Properties of Belt Materials in Underground Coal Mines. In addition, develop a proposed rule to address health hazards associated with respirable coal mine dust. The individual providing the service is required to have the following experience: In depth specialized technical knowledge of health and safety issues associated with mining. In depth understanding of the Mine Act and legal precedents under each statute. Experience in the interpretation, application and development of mandatory health and safety standards for underground coal mines. If you have the required experience and have the ability to perform the tasks as described above please submit your experience and capabilities and hourly price to the point of contact below. The attached SOW describes in detail the services required. All submissions are to be made electronically. This is a Total Small Business Set Aside Please submit electronic responses to cooper.darrell@dol.gov by the closing date of this request.
