- Description
- The Air Force Research Laboratory (AFRL) Rome Research Site (RRS) requires a contractor to furnish all labor, materials, and equipment necessary to furnish and install a central chilled water generating system to serve the 7 large fan systems currently conditioning Building 106. The principal features of the project are as follows: 1. Removing all compressors, evaporative cooling towers, DX coils, refrigerant piping and associated controls currently serving the 7 aforementioned fans. 2. Removing 2 existing air cooled chillers. 3. Introducing a central cooling plant consisting of two water cooled chillers and towers, complete with primary/secondary condenser pumps, piping, coils, and controls. 4. Extending the controls from the DDC system installation currently under contract. The NAICS code is 238220 with an associated size standard of $14,000,000 average annual revenue. The procurement will be set aside for HUBZone Small Businesses in accordance with the procedures at FAR 19.13. The RFP will be posted online at the Federal Business Opportunities website http://www.fbo.gov under the reference number FA8751-09-R-0009 on or about 11 Feb 09. Proposals will be due approximately 30 days later. A site visit will be conducted about 10 days after issuance of the RFP. The date will be finalized when the RFP is posted. The RFP documents only will be available electronically. Potential offerors will be responsible for downloading the RFP documents and for monitoring the website for possible amendments and any additional information. Award will be a firm fixed price (FFP) contract resulting from a competitive negotiated Request for Proposal (RFP). The award decision will be based on Price / Past Performance Trade-Off as identified in FAR Part 15. It is intended that award will be made to the lowest priced responsible offeror if that offeror receives a past performance rating of Substantial Confidence. The Source Selection Authority shall make an integrated assessment best value award decision if the lowest priced evaluated proposal is not rated as Substantial Confidence in the past performance assessment. AFRL will post the list as an attachment to the RFP in order to facilitate subcontracting and teaming opportunities. NOTE: In order to receive a contract award, if issued, the successful offeror must be actively registered in Central Contractor Registration (CCR - http://www.ccr.gov), Online Representations and Certifications Application (ORCA - http://orca.bpn.gov), and Wide Area Workflow (WAWF - https://wawf.eb.mil). All responsible sources may submit a proposal which shall be considered by the agency.
