- Description
- The United States Secret Service has a requirement for commercial services for Specimen Collection Services. The term of this procurement is a base period (date of award for one year), with four (4) one-year option periods. The contractor shall provide appropriate personnel and supplies to collect urine specimens from USSS employees and applicants for USSS positions in accordance with the USSS Statement of Work (attached). There are approximately 3600 personnel in the DC Metro area. The testing rate for random drug testing is 33%. The estimated number of specimen collections per year is 1,300. See attached Request for Proposal. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ SUBMISSION OF PROPOSAL PART A. Pricing Proposal 1. Offeror Information: Offeror shall provide Contractor's business name, DUNS, Taxpayer Identification Number (TIN), Point of contact's name, Point of contact's email address, and point of contact's telephone number. Please note that immediately after the deadline, USSS will communicate with the POC to schedule the presentation. 2. Pricing - the offeror shall provide a total price for each line item: CLIN 0001 Services for Base Year Period of Date of award for 1 year for Drug Testing Services. CLIN 0002 Services for Option Year 1 CLIN 0003 Services for Option Year 2 CLIN 0004 Services for Option Year 3 CLIN 0005 Services for Option Year 4 3. For Past Performance, provide three (3) references for contract/purchase orders of similar products/services within the last two (2) years, provide related experience of key personnel. Past performance shall be valued as acceptable, unacceptable or neutral. Each reference must include the point of contact name, address, telephone number and email address. 4. Offeror must be listed in the Online Representations and Certifications Application (ORCA), https://orca.bpn.gov, and if not, then offeror must include a completed copy of FAR 52.212-3 which is included in this Solicitation. PART B. Technical Proposal The technical proposal shall be separate from the Price Proposal. The offerors' proposal must address the following for evaluation of technical acceptability. (1) demonstrated understanding of the requirements contained herein; (2) knowledge of Federal testing guidelines; (3) collector training program, initial and recurring; (4) completeness and accurateness of the offeror's collection procedures handbook; and (5) offeror's system to control the quality and quantity of the required services to correct inferior performance to meet the requirements contained herein. Company Technical Proposal Company technical proposals shall include, but are not limited to: 1. Identification of the company's experience to fulfill the drug testing services requirement contract. 2. A description of the services it will provide that demonstrates it clearly understands the Statement of Work and all required details of the Solicitation. 3. To include a copy of the offeror's Collection Procedures Handbook. 4. The page limit is 15. Submission of both Pricing and Technical Proposal Submitting your proposal via email is preferred. Your entire email must not be greater than 3 MB; if your proposal is above that limit, please send multiple emails. Faxed proposals will be accepted. If you submit via postal mail you will miss the deadline. Please put HSSS01-09-R-0004 - Drug Testing Services in the subject line. I will reply via email confirming that I have received your proposal. If I do not reply, then I do not have your proposal. Late proposals will not be accepted. I strongly suggest that you do not leave for the day after sending your proposal; wait until I have confirmed that I have your proposal. Proposals are due by 12:00 pm EST on Tuesday, February 17, 2009. The Government will not be responsible for any costs accrued or incurred by the vendor in response to this solicitation. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ IV. Award will be based on: 1) the capability of the services offered to meet the above stated salient characteristics and 2) price.
