- OFFADD: AFCA/EAC, 203 W. Losey St, Rm. 1100, Scott AFB IL 62225-5200 SUBJECT: REQUEST FOR INFORMATION DESC: This announcement constitutes a Request for Information (RFI) synopsis. Information obtained as a result of this synopsis is for planning purposes only. It does not constitute an invitation for sealed bid or request for proposal (RFP), nor is it to be construed as a commitment by the government. The government is currently conducting a market survey of products that can meet the requirements for senior leader video conferencing (VC). Senior leaders in the AF require a Secret Internet Protocol Router Network (SIPRNet) desktop/office VC solution that supplies an acceptable quality of service/experience. This does not imply High Definition capability nor does it preclude it. In planning on future use cases the equipment needs to be dual capable in that it can operate over Integrated Services Digital Network (ISDN) and can operate over Internet Protocol (IP) without major hardware/software upgrades or hidden costs. Some required features include the support of bridging, support of MCU with at least a capacity for 15 geographically separated endpoints (Europe, Hawaii, US, etc). One-touch communications and Ad Hoc VC sessions are also desired. The system also needs to possess a centralized control and management capability. Additionally, the system has to adhere to all applicable instructions and documentation to include DoD Unified Capabilities Requirements (UCR) 2007 and the soon to be finalized UCR 2008 and be IPv6 capable. ISDN Specific Requirements: Utilize typical 384Kb circuit to transmit studio quality VTC traffic Internet Protocol Specific Requirements: Real-time traffic over IP utilizes Real-time Transport Protocol (RTP) that rides on top of UDP. The AF views opening all random UPD ports to be a security risk that is unacceptable, therefore the product would need to have some kind of firewall traversal capability. The AF and DoD are moving towards Session Initiation Protocol (SIP) with a variation that meets DoD mission needs called Assured Services Session Initiation Protocol (AS-SIP). The product does not have a requirement to perform AS-SIP as it is still in its infancy but the government may want to upgrade the product to the specification in the future. However, the product should be both SIP and H.323 capable. At a minimum, a vendor's RFI submission should fully answer the following questions: 1. Is the product Joint Interoperability Test Command (JITC) certified? 2. Is the product IPv6 capable today? 3. Does the proposed capability/concept rely on any proprietary standards to meet any of the requirements? 4. Does the solution meet the vision/requirements "as is" or is specific development required? 5. Is the product compliant with Unified Capability Requirements (UCR) 2007 and will it be upgraded to be compliant with UCR 2008 when it is release if need be? 6. Does the vendor offer administrative/user support capabilities? 7. What are the expected cost breakdowns (e.g., hardware, development, licenses, installation, and "support" desk). 8. Does the vendor's solution have any awards and/or relevant success stories/testimonials? 9. Does the vendor have any plans to work with the DoD to develop AS-SIP for their product? 10. Is the product(s) National Information Assurance Partnership (NIAP) NIAP certified? 11. Does the product interoperate with other vendors? If so, is any functionality lost as a result? 12. Are there any requirements that cannot be met and why? Vendors responding to this RFI who currently can make solutions available to the USAF are requested to provide a description of capabilities NLT 30 days from publication of this notice. Please list Government contracts that apply.
