Description
The Mine Safety and Health Administration (MSHA) is soliciting proposals for expert FOIA services. The contractor is required to provide expertise in processing regulatory, investigatory and enforcement documents requested under the Freedom of Information Act. The services required are to provide prompt FOIA review's of a wide variety of documents related to accident investigations, enforcement actions and documents related to regulatory actions under the Federal Mine Safety and Health Act as amended and the MINER Act of 2006. Preparation of recommended FOIA responses. Provide advice to all MSHA field FOIA coordinators handling unusual or major FOIA requests. Brief and assist MSHA top staff to carry out FOIA responsibilities including providing sensitive analysis and options. MSHA requires one full time individual to assist HQ staff in processing FOIA requests. The individual providing the service is required to have the following experience: Extensive and varied experience in use and handling of MSHA investigatory and enforcement documents for FOIA's including accident investigations, discrimination investigations, criminal and special investigations and all other types of enforcement actions under the Mine Act. Extensive experience in applying FOIA exemptions and preparing FOIA responses. Knowledge of FOIA and FOIA amendments legal requirements. In depth understanding of MINE Act and FOIA Act law and legal precedents under each statute. Requires having a high level of confidence with MSHA management staff and Departmental FOIA top staff officials The attached Statement of Work (SOW) is the work to be performed under this contract. Offerors are to submit a resume of the individual proposed for this effort, a brief synopsis of the experience this individual has in processing FOIA requests, and a quote for a fixed price hourly rate on a full time basis for a base period of 12 months with two option periods of 12 months each. This solicitation will be total set-aside for small business. NAICS Code 541199. The solicitation number for this RFP is MSHA 30. Contractors must be registered in Central Contractor Registration (CCR) at www.ccr.gov in order to be awarded a contract. Contractors are to provide a price quote according to the SOW, a resume of the person to be provided and a brief summary of experience of the individual proposed, and past performance information. Failure to provide the requied information will result in disqualification from consideration.
