Description
Description: The United States Army Corps of Engineers, Transatlantic Programs Center, is soliciting for a personal services contract for technical and administrative services in support of the Corps Afghanistan Engineer District (AED). AED conducts construction and engineering operations in the Central Asian Republics to facilitate the establishment of a secure and stable environment while accomplishing its reconstruction and infrastructure development mission. AEDs Area of Responsibility (AOR) extends through the central Asian Republics of Kazakhstan, Uzbekistan, Turkmenistan, Kyrgyzstan, Tajikistan, Pakistan and Afghanistan. Personal services are expected to be primarily in Afghanistan, although it may extend to other parts of AEDs AOR. The required personal services include Local National staffing for approximately 220 engineers, quality assurance representatives, and other professional and administrative support functions. Personnel requirements will vary based on AEDs construction program and mission. The Government contemplates the award of an Indefinite Delivery Indefinite Quantity Contract with firm-fixed price task orders placed against the contract. The Government intends to award with one year base performance period and four one-year option performance periods for a total possible performance period of five years. The Request for Proposal (RFP) will be issued on February 6, 2009, and will close on March 7, 2009. In addition, an Industry Day has been scheduled for February 17, 2009, in Kabul, Afghanistan and February 24, 2009, in Kandahar, Afghanistan for interested contractors. The solicitation will be issued as a paperless document via Federal Business Opportunities (FEDBIZOPPS/www.fbo.gov). The solicitation will be issued as an unrestricted procurement, NAICS Code 541330, size standard $4.5 million dollars.
