Description
The Department of Veterans Affairs, VA Boston Healthcare System, has arequirement for a fluorescence spectrophotometer with sensitivity equal to or superior to Photon Technology Incorporated Quanta Master QM4 CW Spectrofluometer. A fixed price contract is anticipated and shall be awarded. This is not a solicitation; it is a sources-sought notice. Inquiries/information received after the established deadline shall not be considered. The Government does not intend to pay for information solicited. This synopsis is issued pursuant to FAR 11.104. The salient characteristics are: "detection limit of 500 attomolar fluorescein in sodium hydroxide using a 75 watt xenon lamp "must come with both photon counting and analog detection modes "must include excitation and emission filter holders "igniter for the light source in the proposed spectrofluorometer must be integrated into the lamp housing, for the virtual elimination of the RF interference "spike" that is normally associated with the ignition of an arc lamp and that can damage electronic equipment adjacent to the instrument "The proposed spectrofluorometer must be modular in design to allow the removal of excitation and emission monochromators if required "analysis software provided with the proposed spectrofluorometer must be able to be loaded on as many "off-line" computers as desired "proposed spectrofluorometer must achieve a signal-to-noise ratio specification of at least 10,000:1 (based on the commonly used Raman spectrum of water, taken with an excitation wavelength of 350 nm, excitation and emission spectral bandwidths of 5 nm, a 1-second integration time, and no smoothing) using a 75W arc lamp as its source of exciting radiation "sample compartment and the monochromators in the proposed instrument must be able to be purged of common atmosphere and replaced by inert gas "must be FIELD upgradeable to an instrument capable of measuring fluorescence decay times by the use of a nitrogen-pumped dye laser as the excitation source and the stroboscopic method as the detection technique "must include LARGE aperture Glan-Thompson polarizers "must be FIELD upgradable to a stopped-flow kinetic instrument Vendors having capability to meet requirements are invited to submit quote with the appropriate documentation addressing their product's ability to meet the above stated requirements and characteristics. All Quotes are due no later than 3pm EST on January 30, 2009. No telephone requests will be accepted. However, any firm that believes it can meet these requirements may send their quote by e-mail to Tracey.Bissonnette-Arambula@va.gov. Supporting evidence must be furnished in sufficient detail, to demonstrate the capability to comply with the requirements. Responses will be evaluated.
