Description
COMMERCIAL ITEM: COMPLETE SCOPE AND SPECIFICATIONS WILL BE IN THE SOLICITATION PACKAGE THAT IS SCHEDULED TO BE POSTED DURING THE LAST WEEK OF JANUARY 2009. The contractor shall furnish and supply all labor, one fully maintained crawler tractor with operator and personnel, transportation for equipment, all operating supplies and incidentals necessary for machine site preparation for tree planting on the Emmett Ranger District. The Contractor shall furnish a Caterpillar D-5 hi-track crawler tractor (or equivalent) to be used with a government-furnished Salmon blade. A minimum of 65% and a maximum of 80% of the ground surface will be scarified (worked) with the Salmon blade, exclusive of areas of unrippable rock, areas under live-tree drip lines, or other areas deemed unsuitable by the Forest Service representative. The term worked is defined as the area over which the tractor has operated with the blade properly contacting the surface of the ground. Scarification is the uprooting of undesirable vegetation, and cultivation of the upper soil layers, resulting from the "tilling" action of the Salmon blade. The teeth of the blade are inserted into the soil to a depth ranging from 4 to 8 inches, measured from the mineral soil surface. The removal of large shrubs and hardwood trees will require tilling at depths greater than 8 inches. Slopes up to 40% will be worked in a random directional manner. No ripping paths may exceed 40 feet in length. Scarifying will generally be done working up and down the slope on slopes greater than 40%. Ripping paths on slopes over 40% will not exceed 20 feet in length. Woody debris and logging slash will be broken down and scattered with the blade during scarification operations. Slash piles shall be created where heavy concentrations of slash preclude or impede satisfactory scarification and scattering of the material is not practical, as described in the preceding paragraphs. Logs with a small end diameter greater than eight inches shall be scattered randomly throughout the unit. CONTRACT TIME: Estimated start time is July/01/2009. The completion date will be October 15, 2009. PROJECT IS LOCATED on the Emmett Ranger District of the Boise National Forest; NAICS code: 5561730. SIZE STANDARD: $7.0 million. Project is 100 percent Small Business Set-Aside.
