- Description.This is not an announcement of a solicitation. This is a Request for Information (RFI) only. The U.S. Geological Survey (USGS), National Water Quality Laboratory (NWQL), has a need for groundwater sampling capsule filters for use in Water Resource Discipline (WRD) water sampling and testing programs. This RFI is issued for planning purposes only and is not a Request for Proposals, Request for Quotation, or a commitment by the government to issue a solicitation or ultimately to award a contract on the basis of this RFI. Responses to this RFI will not serve as proposals, bids or offers, which could be accepted by the government to form a binding contract. Although information gathered under this RFI may be used to secure funding and initiate a contract, the government does not intend to enter into a contract on the basis of this RFI or to otherwise pay for the information. The government will not pay for any information or administrative costs incurred in response to this RFI. Submission of any information in response to this RFI is completely voluntary and shall not constitute a fee to the government. The main purpose of this RFI is to conduct market research to determine if suppliers have the capability to manufacture capsule filters with the listed specifications. Responding to this notice does not guarantee participation in future U.S. Geological Survey activities. Background.The United States Geological Survey (USGS), WRD, NWQL strives to maintain national consistency in the all of the environmental samples collected by their personnel. The scientific analytical data from these samples is available and presented for use by other agencies and the public. For this reason, the National Field Supply Service (NFSS) was established to ensure that all water-quality sample data collection and processing is done using the same, quality-assured (QA) supplies at all data-collection locations. Many constituents found in the environment are measured at very low concentrations that require the collection and processing of samples be done using stringent, clean protocols, along with supplies of a known quality so as not to compromise the integrity of samples or scientific data. The supplies that are used by WRD personnel for collecting and processing water-quality samples undergo rigorous QA testing prior to being selected. QA testing is then routinely performed on each new lot of supply items as they are received from the vendor to assure that quality is being maintained. Scope.This RFI seeks to identify suppliers that can manufacture a capsule filter to meet the specifications and quality assurance standards listed below. FILTER, GROUNDWATER SAMPLING CAPSULES: 0.45 mSPECIFICATIONS:Filter Media: Supor, Versapor or equivalentFilter Housing: PolypropyleneInlet/Outlet Connections: Stepped Hose Barb accepts " - " ID tubingVent Valve: On inletFiltration Area: at least 600 cmMaximum Operating Pressure: 60 psiMaximum Operating Temperature: 60 C Remove all labeling from the capsule itself and pad print or affix a label to the casing of the capsule so as not to interfere with the flow path of the water with the following information: "MANUFACTURER'S NAME, LOT#XXXX, PART #XXXX, 0.45um, OUTLET". This information will be pad printed on the outlet end using black or blue ink and a bold font or affixed to the capsule so that the label will not peel off or be destroyed during or after contact with water. Information labeling and ink will be waterproof. Each order must be from all one lot of media and housing material and batch and include a certificate of compliance/analysis with each shipment. Minimum lot size required is 4,500 filters per media lot.
