Sources Sought Announcement: This SSA is a market research tool only; it is not a solicitation or request for proposal or quote. No contract will be awarded from this announcement. 1. The National Geospatial-Intelligence Agency (NGA) is issuing this SSA as part of the market research analysis to obtain a better understanding of the current state of the marketplace, including commercial best practices, industry capabilities and commercial market service levels. 2. This Sources Sought request will expire 30 January 2009. When responding, please do not submit any proprietary information within the reply. Please limit responses to five typed pages in Microsoft Word or Adobe Acrobat Format. 3. The NGA is requesting information on Full Motion Video (FMV) playback and exploitation capabilities. No reimbursement will be made for any costs associated with providing information in response to this SSA or any follow up information requests. 4. The NGA is searching for sources that can provide a Motion Imagery Standards Profile (MISP) compliant FMV playback and exploitation capability that can be loaded quickly and easily upon NGA and DoD computers for use by both trained analyst and non-trained individuals in support of missions to protect the nation’s interests at home and abroad. The minimum requirement would be as follows: Software for FMV playback capabilities. 5. Please respond to the following questions in the requested format: PLAYBACK: a.Is the FMV software compliant with Motion Imagery Standards Board (MISB) MISP 5.0, including the ability to read and edit FMV metadata? MISP 5.0 is available here http://www.gwg.nga.mil/misb/misppubs.html. The software must be compliant with MISP 5.0 including FVM display as well as KLV metadata. b.On what operating systems will the software function? c.What is the minimum bandwidth required for viewing FMV? Does the software support file based as well as IP streaming capabilities? d.On what architecture does the software function (i.e., distributed, single PC, etc.)? e.What type of technical support would be provided upon purchase (i.e., availability of ongoing support, availability of online knowledge bases, availability of specialized training, and additional types of support in times of emergency or crisis)? f.What, if any, are the license, patent or intellectual property restrictions? Are copies of your commercial licenses available for review? g.Address flexibilities on licensing. NGA desires Title 10/50 availability to US Government, US Government coalition partner release, declared national emergency or crisis, non-Federal governmental disaster/emergency response agencies and/or personnel supporting the homeland security mission release. h.How would software be delivered to customers around the world? i.What is the initial software cost and what are the annual maintenance costs? j.What different coder and decoder (codecs) have been licensed for your software? EXPLOITATION: k.All of the above. l.What is the additional cost for exploitation capabilities and cost of annual maintenance? m.What are the exploitation capabilities of the software? n.Viewer should support JPEG, JPEG2000, geoTIFF, geoJPEG but NITF2.1 is preferred. Also describe frame selection mechanism and what process is used to ensure frame selected by user is the exact frame included within the output product. Include a description of all metadata tags that are populated in output products. Is the NITF capability certified by JITC? Is the viewer capable of producing any of the standard reporting formats as well. Also, the viewer should be able to create sub-clip from stream. o.Can the software measure distances on scenes? p.Can the software edit Metadata in motion imagery stream within the NITF file generated? q.Can the software export scenes into NTIF, GeoTiff format? 6.Information Submission: Sources interested in participating in this market survey are requested to respond to the Dorothy Buechele, NGA/ACSS no later than 30 January 2009 with the following information along with responses to 5.a thru 5.q above. a.Your Central Contract Registration (CCR) information (i.e., are you registered, size status, NAICS, etc.). b.Your GSA Schedule information (if applicable). c.Current Government contracts for this data. If applicable, please provide a listing that includes: Contract Number, Contracting Officer name, email address, and phone number along with a brief description of data being provided. d.Technical and Contracting points of contact, name, email address, and phone number.
