- The US Army Armament Research Development and Engineering Center (ARDEC), Joint Army/NASA Technical Excellence Initiative, Reliability for Future Force, Picatinny Arsenal, NJ 07806-5000, has a need for development of a Seamlessly Integrated End to End Life Cycle Solution in which its users will benefit from M&S performance enhancements, reduction of non-value-added labor, and improved M&S in support of the ARDEC Technology & Product Development Processes for our mission systems. The mission includes, but is not limited to weapon and ammunition innovation and technology maturation, design, development, production, maintenance and life cycle support. The ability to integrate different models together can dramatically alter the way we do business at ARDEC. Currently, within ARDEC, each organization uses a subset of modeling tools in order to accomplish their tasks within their competency areas. In the development of advanced systems, a variety of modeling and simulation competencies and tools are required and collaboration and cooperation amongst organizations and required competencies is crucial. The ability to streamline some of the interconnections between different applications allows us the opportunity to streamline our business processes, and increase productivity. An architecture to help make this integration seamless and still more powerful is a primary goal. Interested Offerors shall provide, at no cost to the Government, information on their ability to create a Seamless Integration Architecture. Please include how fundamental changes to the software platform would be handled and whether or not they could be implemented in house, and is there an option to purchase a tailored version of your software. Interested Offerors should include a Rough Order of Magnitude costs for anywhere between 1 and 2500 simultaneous users, licensing, tokens, etc., training that includes: both Users training and M&S tool integration training, fundamental changes to the software platform, and recurring costs on an annual basis. All information is to be submitted at no cost or obligation to the Government; information provided will not be returned. Interested Offerors can either submit the completed attached requirements spreadsheet or use a format of their own. Responses should be limited to no more than twenty-five (25) pages with a minimum font of Arial size 10. All responsible, interested Offerors are encouraged to submit their capabilities / qualification data and any pertinent information via email, or electronically, NO LATER THAN 23 February 2009. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. The Government will accept written questions by email.
