Description
FBO Announcement for A-E Cost Estimating Services, (Full and Open, may award multiple contracts) The U.S. Fish and Wildlife Service (FWS), Region 3, is seeking the submittals of Standard Form (SF) 330 "Architect-Engineer Qualifications". This contract is being procured in accordance with the Brooks Act as implemented in FAR Subpart 36.6. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. Architect-Engineer (A-E) Cost services are required for Architectural Civil, Mechanical and Electrical Engineering Services (including fire and security systems) landscape architectural, interior design, and surveying plus related disciplines and support personnel. Description of Work. Provide construction estimating for new construction and/or maintenance and rehabilitation of the U.S. Fish and Wildlife of U.S. Fish and Wildlife Service (FWS) facilities. The facilities are located in the Great Lakes Region 3 National Wildlife Refuges, National Fish Hatcheries, and other field stations in the following states: Minnesota, Wisconsin, Michigan, Illinois, Indiana, Ohio, Iowa, and Missouri. These facilities typically consist of headquarters, visitor centers, visitor contact stations, fish hatcheries, vehicle and equipment storage buildings, hazardous material storage, maintenance facilities, comfort stations, kiosks, roads, parking lots, trails, boardwalks, observation decks, small vehicular and pedestrian bridges, water supply systems, dikes, water control structures, pump stations, hatchery raceways, boat landings, fences, gates, recreation and visitor facilities, and the utilities associated with these facilities and wildlife habitat restoration. The resultant contract(s) will be an indefinite-delivery, indefinite-quantity (ID-IQ) type contract for a base period not to exceed one year with four (4) one-year option periods with a contract minimum of $1,000 and $1 Million maximum total contract value. This announcement is open to all businesses regardless of size. The North American Industrial Classification System (NAICS) code is 541330. For informational purposes, the Small Business Size Standard is $4.5 million. If a large business is selected for this contract, an approved subcontracting plan will be required in compliance with FAR 52.219-9. To be eligible for contract award, a firm must be registered in the Central Contractor Registration (CCR). Register via the CCR Internet site at http://www/ccr.gov SELECTION CRITERIA: A-E Selection will be conducted in strict accordance with announced selection criteria and in compliance with FAR 36.6. See Numbered Note 24 for general A-E selection process. The selection criteria are listed below in descending order of importance. The evaluation of contractor proposals will be based on contractor's specialized experience and technical competence in areas of experience such as cost engineering cost estimating, program and project management, planning and scheduling, risk analysis, and cost/schedule performance measurement. A. PROFESSIONAL QUALIFICATIONS. The selected firm must have either in-house or through consultants, the following Cost Engineering disciplines, with registration where applicable: (1) Architect, (2) Structural, (3) Civil, (4) Mechanical, (5) Electrical, (6) Environmental, (7) Landscape, (8) Value Engineering, and (9) Risk Analysis. The firm's cost engineering specialist(s) must be certified by a professional organization such as Association for the Advancement of Cost Engineering (AACE), International Cost Engineering Council, (ICEC), The Professional Construction Estimators Association (PCEA) B. SPECIALIZED EXPERIENCE & TECHNICAL COMPETANCE IN: (1) Demonstrating knowledge and experience in preparation of cost estimates. (2) Provide a Detailed list and size of projects which are similar to the type of FWS work described above. (3) Demonstrating experience in preparation of cost estimates for construction type contracts, which are similar to the type of FWS work described above, (4) Preparing programming/conceptual, final design, and change order estimates C. CAPACITY TO ACCOMPLISH THE WORK. (1) The firm must have cost engineering specialist(s) for all required design disciplines, such as architectural, structural, civil, mechanical, environmental and electrical and landscape, (2) The firm's cost estimator's must spend the majority of their time performing cost estimating functions and must be specifically identified and their competence indicated by resume, (3) Provide number of registered/certified professional cost estimators, (4) The ability to provide quick turnaround of task orders, i.e. ability to prepare proposals in 5 to 10 days; (5) Describe the firm's quality management plan, quality assurance, and coordination of the in-house work with consultants. D. PAST PERFORMANCE. (1) Demonstrate performance on contracts with government agencies and private industry in terms of innovation, cost control, quality of work, and compliance with performance schedules, (2) Provide references to verify the quality of cost estimating. SUMMARY: Following an evaluation of the qualifications and performance data submitted, the firm or firms that are considered to be the most highly qualified to provide the type of services required will be chosen for negotiation. Selection of firms for negotiation shall be made in order of preference based on the demonstrated competence and qualifications necessary for satisfactory performance in accordance with the specific selection criteria listed in the announcement. SUBMISSION REQUIREMENTS: Interested firms having the capabilities to perform the work must submit an original and three (3) copies of the SF 330 form (both Parts I and II) by 4:00 P.M.
