Description
This amendment is posted to respond to questions received for the Fire and Emergency Services RFI. Question 1. What is the time for submission? Answer 1. Close of Business on Friday, January 23, 2009. Question 2. Do contractors have access to the USMC website as indicated in the RFI? Answer 2. The HQMC (C4) site has been changed to require CAC log on.Thus, none of the companies will be able to access the site to review thedocumentation we were pointing them towards. We will have to provide therequired documentation as part of the RFP process. Question 3. Is there a parallel civilian criteria that needs to be met for system requirements regarding the certifications and accreditations? Answer 3. The USMC F&ES Program is unaware of parallel civilian criteria. For the purposes of this RFI, a response indicating that your company will meet the DoD/DIACAP requirements will suffice. Question 4. Will we be able to receive further details or speak with an IT person who understands technical requirements for the RM piece? Answer 4. (1) The United States Marine Corps (USMC) Fire Protection and Emergency Services program records management requirements are derived from the requirements of the following policy documents, which should be available in the public domain (a simple internet search should retrieve the documents): ?Department of Defense Instructions (DoDI) 6055.06 dated 21 December 2006 "DoD Fire and Emergency Services Program".?Marine Corps Order (MCO) P11000.11B dated 9 January 1997 "Fire Protection and Emergency Services". A full list of the technical requirements for records management functionality has not been prepared by the USMC F&ES program office yet, but will be developed during the later stages of this procurement process. Generally speaking, the program is attempting to meet the basic records management requirements of any fire and emergency services department, including but not limited to: personnel training records, fire apparatus fleet inventory and other vehicle information, equipment inventory, budget data, etc. (2) Department of Defense, Department of Navy (DoN), and the United States Marine Corps publish policy regarding Records Management, which address requirements such as: how long records must be maintained, information assurance for records, privacy act data collection requirements, etc. The future Request for Proposals (RFP) associated with this effort will include a listing of applicable Records Management policy documents. The below list is provided as sample of policy documents that could potentially affect the E-RMRS system procurement.
