Description
This is a pre-solicitation notice for the acquisition for ISO Containers. 20' containers (International Shipping Organization) Containers including delivery: 25 each. External dimensions: 20' L x 8' W x 8'6"H; Internal Dimensions: 19'4" L x 7'8"W x 7'10"H; Tare Weight: 5,360 lbs; Max Gross Weight: 67,200 lbs; Cubic Capacity: 1,321 cu ft. 40' ISO (International Shipping Organization) Containers including delivery: 36 each. External dimensions: 40' L x 8' W x 8'6"H; Internal Dimensions: 39'5" L x 7'8"W x 7'10"H; Tare Weight: 7,780 lbs; Max Gross Weight: 62,700 lbs; Cubic Capacity: 2,389 cu ft. The following provides the standard features for the 20' and 40' ISO Containers that will satisfy the Governments needs: Corrugated steel sides and roof; 14 gauge locking steel double end swing doors; 1 1/8" thick marine wood floors, forklift tested to 16,000 lbs per 44 square inches; Wall tie down steel lashing rings, 6,000 lbs capacity each; Front corner post tie downs; Door corner post tie downs = restraint system, shoring slot will support 2" x 6" lumber; 2 vents; Forklift Pockets. The ISO Containers may be in used (not new) condition. Containers shall not have been used to transport hides or animal carcasses. Containers do not need to meet certification requirements for shipping containers. Floors and walls shall be solid and free of penetrations/holes except at locations where modifications will be made. Surface rust shall be cleaned, primed and painted. Containers shall be cleaned and free of biological and chemical contaminants and free of odor causing substances. Containers do not need to be wind and water tight. It is the government's intent to issue a Request for Proposal (RFP) in support of awarding a Firm-Fixed Price contract. The required delivery shall start no later than 16 February with all containers delivered no later than 13 March. FOB Destination to United States Air Force Academy, USAF, CO 80840. This acquisition is unrestricted. The North American Industry Classification System Code (NAICS) 423390 and the size standard is 100 employees. It is anticipated the solicitation, FA7000-09-R-0016 will be issued electronically on or about 28 Jan 09 on the Federal Business Opportunities (FBO) web page at http://www/fbo.gov. Due date for receipt of proposals will be indicated in the solicitation document when it is released. Once the solicitation is posted on FBO, it is incumbent upon the interested parties to review this site frequently for any updates or amendments. It should be noted that paper copies of documents will not be provided. Offerors must be registered with Central Contractor Registration (CCR) or may not be considered for award. Registration can be accomplished at http://www.ccr.gov. As of 1 Jan 2005, the Federal Acquisition Regulation (FAR) requires the use of Online Representations and Certifications Application (ORCA) in Federal solicitation as part of the proposal submission process. Representation and Certification are to be accomplished in the database at httpps://orca.bpn.gov/. Registration requires applicants to have a DUNS number from Dun and Bradstreet and can be obtained at www.dnb.com. The Government will award a contract resulting from this solicitation to the responsive responsible offeror whose offer conforming to the solicitation will be most advantageous to the government. Facsimile or e-mails for submitting your proposal will be accepted. 5352.201-9101 OMBUDSMAN (AUG 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
