- The Bureau of Reclamation, Lower Colorado Regional Office, Boulder City, Nevada, intends to award on a sole source basis a purchase order to Maritime Solutions, Inc., 17 Battery Place, Suite 913, New York, NY 10004, for two (2) mussel filtration systems. The Government believes that only one responsible source can provide the parts that will satisfy the agency requirements. A Justification for Other than Full and Open Competition has been prepared in support of this acquisition. Firms believing they can provide required items must provide supporting evidence that they can furnish the parts identified above in sufficient detail to demonstrate the respondent's ability to meet the stated requirement. Sole Source Justification: Filter ScreenThe primary filter screen must be made of stainless steel, weaved wire creating a square trap for retention of organic matter. The dimensions of the square must not exceed 100 microns/side (120 absolute). The screen has to be supported in such a manner as to achieve robust construction. A minimum of 4 layers, sintered together is required to prevent the filter screen from distortion or ripping. A self-cleaning, coarse strainer in the inlet chamber is also required. This screen will need to be 1/8 inch in size for larger debris filtration. Sealing of the screen V shape hydraulic seals should be present in the filter to insure that there is no leakage of unfiltered water around the screen. O-ring seals are not acceptable as they tend to leak at high pressures. 2) Screen Cleaning System, 100% of the screen should be cleaned during every cleaning cycle taking as little time as possible. The amount of water for the back wash cycle should be as low as possible. The filter should use no more then 3 % of the total flow rate for back wash. 3) Manufacturing: The filter should be manufactured to ISO 9000 standards at the minimum. Quality assurance should exist that each filter is checked and tested individually for pressure rating, leakage, mechanical operation and electrical operation before shipment. 4) Monitoring Equipment & Apparatus-To adequately monitor the filter during operation the following instrumentation should be included as part of the filter package: Flow meter to measure total flow through the filter; Flow meter to measure the volume of backwash; A data recorder to store all information collected ; Remote control/alarm capability. All responses received within eleven (11) days of the publication date of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Inquiries will only be accepted by FAX at (702) 293-8050, Attention: Carmen Bernhardt. Responses shall include the firm's DUNS (Dun and Bradstreet) number and federal tax identification number (TIN). Firms shall also identify themselves as either a small business or other than small business, in accordance with the size standard for North American Industry Classification (NAICS) 333999, which is 500 employees.
