- The Fleet and Industrial Supply Center (FISC) Norfolk Contracting Department, Philadelphia Office intends to solicit on an other than full and open competition basis a requirement for a military-focused resiliency-building family services program to serve armed forces families at various Naval, Marine Corps, and Seabee locations. This is the continuation of a pilot program being conducted by the Bureau of Medicine and Surgery (BUMED) Psychological Health and Traumatic Brain Injury (PH/TBI) office, along with the University of California at Los Angeles (UCLA) Center for Community Health (CCH), to explore best practices in psychological health for Sailors, Marines, and their families. The services include Group Level Briefings for Pre- and Post-Deployment military and family, Individual Consultations, Skill-Building Sessions for Families, and Multi-Session Family Interventions. The services also include consultation to military staff, schools, families, and community ! on parenting and combating stress, traumatic grief, and other deployment-related stresses. The solicitation will be for a base period of performance beginning on 11 June 2009 through 10 June 2010, with four (4) one-year renewal option periods. The NAICS code is 624190 and the Service Code is G099. See Numbered Notes 22 and 26. This procurement is being processed through other than full and open competition pursuant to the statutory authority of 10 U.S.C. 2304(c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, as implemented by FAR 6.302-1. The Government announces the intent to contract directly with the UCLA for this requirement. UCLA is currently providing the same services to military families located at Naval Special Warfare (NSW) (Coronado and Little Creek Bases, and Port Hueneme), Marine Corps (Camps Pendleton and Lejeune, Hawaii and Okinawa Bases, and 29 Palms), and SeaBee (Gulfport Base) units under a program called "Project FOCUS (Families OverComing Under Stress). A sole source follow-on contract with UCLA is in the best interest of the Government, as any other source would result in a duplication of costs and unacceptable delays in fulfillment of the requirement. Interested persons may identify their interest and capability to respond to this requirement by the specified response date. This notice of intent is not a request for proposals. However, the Government will consider information received by the specified response date. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice.
