Description
This is a combined solicitation/synopsis for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ), solicitation number F1C2A49007A002, in accordance with FAR Parts 12 and 13, and is in accordance with provisions and clauses effective in Federal Acquisition Circular (FAC 2005-24 effective 26 Dec 2007). The North American Industry Classification System (NAICS) number is 336413, and the business size is 1000 employees. The proposed acquisition is set aside for Small business. The description of items being procured are as follows: Contractor shall furnish to the government 216 each, B-52H Aircraft Engine Inlet Covers to include 54 storage bags in accordance with the below description, specifications and attached drawings. 1. ITEM: B-52H ENGINE INLET COVERS-TECH DATA 1B-52H-2-2GA COLOR: Black SIZE: 24” Coverage on side of pod CIRCUMFERENCE: 291 inches HEIGHT: 50 inches WIDTH: 105 inches QUANTITY: 216 ENGINE COVER DESCRIPTION: 22oz. or 18.5oz. Herculite Material (80) or equivalent Center of cover should be a mesh material, Phifertex 997152 or equivalent. See http://www.fabricandvinyls.com/products/phifertex/index.htm for description, in durability, weight, Grab Tensile Strength (385 lbs x 255 lbs, and Tear Strength (901 lbs x 551 lbs). Circumference of mesh is 272 inches (what can be seen) ALL straps are 1 inch wide. The strap with the adjustor should be 44 inches long. The strap with the hook should also be 44 inches long. ALL sewing need must be weatherproof, perimeter seam surged with reinforcement. ALL hooks and cinches should be of durable plastic OR rubber coated material. Bottom of cover should be able to be adjusted to ensure tight fit around inlet (2 inch wide Velcro strip running front to back on bottom center of cover with 28 inch long strap with adjustor running left to right 1 ½ inches from back of cover). HOOKS, EYELETS, AND CATCH SHAFT: The contractor will provide the 864 cargo hooks that are to be attached to the engine covers. The size of the cargo hooks are as follows: ALUMINUM 6061-T6; DIM O/A 2.000 IN. LG; 1.750 IN. W; 0.810 IN. H; 1 SLOT 1.250 IN. LG; 0.250 IN. W 2. ITEM: STORAGE BAGS WIDTH: 24 inches LENGTH: 24 inches DEPTH: 23 inches QUANTITY: 54 STORAGE BAGS DESCRIPTION: 22oz. Herculite Material Four 1 inch metal eyelets per storage bag 1 catch shaft 2 inches long per storage bag Cargo webbing strap 1 ¾ inch wide, 25 inch long per storage bag 3. FIRST ARTICLE TESTING: PRIOR TO MASS PRODUCTION, THE CONTRACTOR SHALL PROVIDE ONE (1) SAMPLE INLET COVER AND ONE (1) STORAGE BAG TO THE GOVERNMENT THAT HAS BEEN CONSTRUCTED IN ACCORDANCE WITH THE ABOVE SPECIFICATIONS. 4. MASS PRODUCTION: CONTRACTOR MUST BE ABLE TO COMPLETE AND DELIVER TOTAL QUANTITIES NO LATER THAN 75 DAYS AFTER CONTRACT ACCEPTANCE. The offer shall list unit prices, total for each part number, and an overall totaled price. Delivery requirements: FOB Destination quotations are the only quotes that will be accepted. FOB origin offers will not be considered. Delivery date is no later than 75 days after receipt of award. Offerors must comply with all instructions contained in FAR 52.212-1, Instructions to Offerors Commercial Items, applies to this acquisition and the following addenda applies. Offerors shall submit their quote on letterhead stationery, provide unit prices with a grand total, and the contractor must remit a completed copy of the REPRESENTATIONS AND CERTIFICATIONS at FAR 52.212-3, and follow the instruction as provided in the clause. THE GOVERNMENT WILL NOT ACCEPT INCOMPLETE PROPOSALS. Offers will be evaluated on the prices as offered. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. If an offer cannot comply with every requirement, that offer will not be technically acceptable, and therefore will not be considered. Once an offer has been determined to be technically acceptable, and in compliance with all directions in this solicitation, the Government will award to the offeror with the best value to the government. Offers shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, and the 252.212-7000 Offeror Representations and Certifications with its offer.
