- The following questions and answers are provided for clarification purposes to assist in the preparation of offerors' capability statements: QUESTION #1. Would you please provide clarification on the nature of the work for DIA Opportunity - Cyber Space Support Services Sources Sought? Will it involve budget/POM development, requirements development, and other activities that will give us an unfair competitive advantage and prevent us from bidding on programs because of a conflict of interest? ANSWER #1. This effort is for development of an extensive program outlining and implementing the DIOCC role in cyberspace. It will not include budget/POM development. The role will support combatant commands and defense policy-makers. QUESTION #2. If the nature of the work involves these activities, may I suggest releasing a clarification to the Sources Sought that states one or more of these activities will be required? Also, will it be possible to bid on the portions that don’t require these activities? ANSWER #2. Bids must be provided for all tasks in the SOW, not partial. QUESTION #3. While I know this hasn't been solicited yet, I'm writing to inquire whether this is a new requirement OR if there is a current contract in place with an incumbent. If the latter, can you provide the incumbent? ANSWER #3. This is a new requirement; there is no incumbent. QUESTION #4. Are these support services performed at the DIAC Bolling AFB, Washington DC, DIOCC office ? If no, then where are these services performed? (on site with the customer, at another location other than the DIOCC office, or at the contractor's location). ANSWER #4. Services will be performed at the DIAC Bolling AFB supporting the DIOCC and may include travel to other DIA locations. QUESTION #5. Are you or someone else in your office available for a phone conversation to find out more specifically the types of support services that are needed to successfully perform this contract? Is there a black out period for this procurement? ANSWER #5. Support services will be specified in the SOW, but the areas of support include, collections, assessments, plans and operations. QUESTION #6. What are the clearance requirements for the personnel supporting this contract and/or contractor facility requirements for this endeavor? ANSWER #6. Personnel must have a TS/SCI clearance and must have a TS facility clearance. QUESTION #7. I am looking for any further guidance you might provide as far as the content of the response to the above referenced solicitation. Is that a maximum page limit? A preferred submission format? ANSWER #7. There is no specific page limit or preferred submission format. A two page summary of your company's capabilities and experience will suffice.
