- SPAWAR SYSTEMS CENTER, PACIFIC intends to negotiate a sole-source contractmodification with Computer Sciences Corporation, Professional Software Engineering Inc, and L-3 Communications Titan Corporation under their existing multiple award contracts N66001-04-D-5031, 5032, and 5006. This action will provide a level of effort increase in the combined ceiling under the multiple award contracts and extend the period of performance one year through February 19, 2010 (Computer Sciences Corporation) and April 27, 2010 for L-3 Communications Titan Corporation and Professional Software Engineering Inc., to allow sufficient time to award a competitive follow-on contract. The estimated increase in the level of effort is a combined ceiling increase of 123,770 hours. This action will be issued as a sole source modification under the authority of FAR 6.302-1. The use of any other source for this modification would result in duplication of cost and time to develop the technical capability within another contractors workforce resulting in substantial duplication of cost that is not expected to be recovered through competition. This is not a request for proposal and no solicitation is available at this time. It is contemplated that the solicitation for the follow-on to contract N66001-04-D-5031, 5032 and 5006 will be available on or about 3rd quarter of fiscal year 09. See numbered Note 22.
