Description
The National Institutes of Health (NIH) intends to negotiate and award, on a sole-source basis, a contract with Association of American Medical Colleges (AAMC), 2450 N. Street, N.W., Washington, DC 20037 to provide computerized data about U. S. medical school faculty members in machine-readable form to use in the conduct of policy studies and to acquire analytical services to carry out such studies. This action is being taken under the Authority of 41 U.S.C. 253(c)(1) FAR 6.302-1(b)(i). Independently, and not as an agent of the Government, the Contractor shall provide all necessary personnel, facilities, supplies and services (except for those to be furnished by the Government) to perform the work required. The contractor shall provide a mutually agreed upon third party contractor annually a complete, identified copy of the Medical College Faculty Roster, (MCFR) data base, in a machine readable standard format, together with a complete file description. The MCFR will contain all records for all individuals entered into the system as of August 31 of the first contract year and as of March 31 of each succeeding calendar year. The third party contractor shall respect the confidential nature of the FRS but will use it to create an annual update to the Master Index which includes pointers to records in various NIH and NSF databases. The contractor shall respond to written NIH requests for data and/or analysis from the project officer. Analytical work which may be requested may include study design, data preparations and refinement, data analysis, graphic data display, report outlining, and report drafts. To satisfy the analytical requirements of the NIH, data analysis may be (1) based solely on the MCFR information; (2) based on one or more other AAMC proprietary databases, or (3) based on a combination of NIH and AAMC proprietary database(s). NIH requires access to data and analytical services which is propriety to AAMC. NIH believes that the above referenced firm is the only source that has such data. The contract shall be for a one year with four (4) options for additional years. Any other firm that feels they are qualified to provide such services must submit a detailed capability statement documenting their ability to provide this service by meeting the requirements stated above. Information furnished shall include enough material to perform a proper evaluation. Respondents will not be notified of the evaluation results.
