- Notice Of Intent To Award A Sole Source Contract The United States Forest Service, Rocky Mountain Research Station, Fort Collins, CO, intends to award a firm fixed price sole-source award with Aventech Research Inc., 110 Anne Street South, Unit 23, Barrie, Ontario, CA, L4N2E3 pursuant to FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, under the authority of 10 U.S.C. 2304(c)(1). This will be a commercial acquisition using FAR 13. The proposed contract action will be to provide an Aircraft Integrated Meteorological Measurement System (AIMMS-20) unit to conduct two research projects involving airborne measurements of smoke plume dynamics, aerosol distribution, chemical composition, and meteorological conditions in, and around, the plumes of active wild and prescribed fires. The meteorological variables that must be measured in these projects are three-dimensional winds, temperature, relative humidity and pressure. Due to the nature of the research projects, the airborne meteorological instrumentation package must meet, at a minimum the following specifications: 1. Measurement of three-dimensional wind components with an accuracy of 0.75 m/s; 2. Measurement of air temperature with an accuracy of 0.5 degrees Celsius; 3. Measurement of relative humidity with an accuracy of 5%; 4. Data logging rate of 1 Hz or better; 5. Instrumentation must be a single integrated package capable of operating as a stand alone instrument; 6. Instrument must be mountable on a Twin Otter and/or Cessna fixed wing aircraft; 7. Instrument must be capable of providing real time broadcast output to allow monitoring of meteorological conditions during the research experiments. Additionally the Government requires a Data IO Module with an integrated USB port and a 4GB USB Flash Memory Key. Both components must be interoperable with the AIMMS-20. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PRICE QUOTES. Interested vendors, who believe they are capable of providing an instrument that meets all of the above minimum requirements may identify their interest and capability to respond to the requirements or submit proposals within 10 days of synopsis publication to the Contracting Office POC listed below. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
