- REQUEST FOR INFORMATION This is a Request for Information (RFI) for market research and planning purposes in support of FAR part 26.202-1 Local area set-aside and Section 307 of the Robert T. Stafford Act. It is not a solicitation. No solicitation is available at this time, and no Standard Form (SF) 330s or unsolicited proposals will be accepted as a result of this RFI. Potential sources are being sought within the state of Texas to provide approximately 400 professional engineers, consultants, and/or technical specialists to support Public Assistance Disaster Operations for FEMA-1791-DR-TX. This estimate is based on the results of Preliminary Damage Assessments in the declared areas. BACKGROUND The U. S. Department of Homeland Security's Federal Emergency Management Agency requires a variety of architect-engineer, consultant and other technical services to support the Public Assistance (PA) Program's disaster operations for FEMA-1791-DR-TX. The PA Program provides supplementary Federal assistance, in the form of cost-shared reimbursement grants, to State and local governments, certain private nonprofit organizations, and Indian Tribes and Alaskan Native Villages under Presidential major disaster declarations to clear debris; implement emergency protective measures for the preservation of life and property; repair or replace infrastructure, such as streets, bridges, and water control facilities; repair or replace public buildings and related equipment; repair or restore public utilities; and repair or restore public recreational facilities and parks. On an annual basis, the PA Program obligates more than $2.5 billion in Federal funding to support the repair, relocation, or restoration of damaged public facilities and critical infrastructure. To ensure adequate cost control, FEMA employs and contracts with professional architects and engineers who work on project formulation. Project formulation is the process of identifying the eligible scope of work and estimating the costs associated with that scope of work for each applicant's projects. Professional engineers and technical specialists evaluate damaged public facilities and critical infrastructure, and recommend methods of repair or replacement pursuant to FEMA's law, regulations, and policies on eligibility. The critical element of project formulation is the development of eligible scopes of work for damaged public facilities and critical infrastructure. TECHNICAL REQUIREMENTS A draft Statement of Work is attached to this RFI. Additional information on the PA Program and categories of work can be found in the PA Guide (FEMA 322), which is posted on the FEMA website at: http://www.fema.gov/government/grant/pa/policy.shtm. QUESTIONS FEMA is requesting that interested vendors respond to the questions below: Is your firm a business that is Headquartered or Incorporated in the State of Texas? Does your firm have the technical expertise and professional staffing resources to meet the requirements as stated in the draft SOW? Please identify and provide a brief description of three (3) projects that are representative of the type of work your firm has supported in the State of Texas in the past five (5) years. Can you describe your firm's potential level of interest in competing for the requirements stated in the draft SOW, should FEMA decide to compete and award the requirements to local business? As a local business, are there any challenges your firm may encounter in supporting the requirements as stated in the draft SOW? (a) How would your firm identify and address potential organizational conflicts of interest? (b) Could actual or potential organizational conflicts of interest be so significant as to preclude your firm from submitting a response or proposal should the Government decide to compete and award the requirements in the draft SOW to local business? HOW TO RESPOND TO THE QUESTION IN THE RFI [LB1] All responses must be received by close of business on February 5, 2009. Responses shall be accepted only via email to the FEMA Point of Contact, La Shawn Smith, at Lashawn.smith@dhs.gov. The subject line of the e-mail shall read "FEMA PA 1791-TX RFI Response." In the body of the email each firm shall include: •Ø Company Name; •Ø Point of Contact and Contact Information; •Ø Cage Code; and •Ø Business Size and Classification (e.g., Small Business, Small Disadvantaged Business, 8(a), etc.); •Ø List of contracts held with State and Local entities that may be applying for PA grants or subgrants; and •Ø Answers to questions. Answers to questions may be provided in the body of the e-mail or as an attachment to the e-mail. Attachments may be sent in a variety of formats; with MS Word and Portable Document Format (PDF) files preferred; it should be noted that *.zip attachments shall not be accepted and shall be deleted without opening. Please note that FEMA will not pay for any information received in response to this request, nor will FEMA compensate any respondent for any costs incurred in developing the information provided to FEMA in response to the RFI. <hr size="1" /> [LB1] Do not forget to fill-in the placeholder information below in yellow highlight.
