Description
Sources Sought - Domestic Professional/ Technical Support Services THIS IS NOT A SOLICITATION OR A REQUEST FOR PROPOSAL (RFP). IT IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO ISSUE A SOLICITATION OR ULTIMATELY AWARD A CONTRACT. ANY COST INCURRED AS A RESULT OF THIS ANNOUNCEMENT SHALL BE BORNE BY THE INTERESTED PARTY (PROSPECTIVE OFFEROR) AND WILL NOT BE CHARGED TO THE GOVERNMENT FOR REIMBURSEMENT. This is a sources sought notice to determine the availability of interested, capable and qualified businesses and agencies that can provide domestic, Professional, support services to international activities within the Centers for Disease Control and Prevention at multiple locations and offices. Professional Support Services: Professional services shall provide consulting and support services to professional public health, medical, and scientists in both laboratory and office activities. The personnel shall provide knowledge/services/skills in the following areas: providing technical assistance to unit/branch and grantees; review, analyze and summarize information; assess, develop, monitor, and evaluate programs; and other consulting duties. The computer skill requirements shall include but are not limited to Microsoft Word, Excel, PowerPoint, Outlook and other CDC-specific applications. Examples of these professions include, but are not limited to, accounting, finance, acquisition, business, consulting, analysis and public health professionals. The personnel shall possess at a minimum in education and work experience one of the following An associates degree in a related field and 10 years specialized experience that qualifies for work in the specific or related discipline; or A bachelor's degree in a related field and 5 years specialized experience that qualifies for work in the specific or related discipline; or A master's or higher degree in a related field and 2 years specialized experience that qualifies for work in the specific or related discipline. Technical Support Services: The technical services shall be performed by personnel who will provide technical assistance to public health, medical and scientific personnel in both laboratory and office activities. The personnel shall provide knowledge/services/skills in the following areas; (1) Scientific research techniques and analyzing data (2) Technical solutions with regards to security compliance, training, operational support, technical and developmental support for international or global activities (3) Information technology principles and techniques, and public health program management experience. The technicians shall have an understanding of how and why a specific device, skill or system operates. The personnel shall possess at a minimum in education and work experience one of the following An associates degree in a related field and 10 years specialized experience that qualifies for work in the specific or related discipline; or A bachelor's degree in a related field and 5 years specialized experience that qualifies for work in the specific or related discipline; or A master's or higher degree in a related field and 2 years specialized experience that qualifies for work in the specific or related discipline. Other Requirements: Some temporary domestic and international travel and overtime may be required in all of the task areas. The contractor may be required to travel for short term assignments or temporary duty in domestic and international locations. The international short term assignments or temporary duty will not exceed 120 days per trip. The contractor must be capable of providing travel management expertise and assistance to their employees to include airline tickets, Per Diem, Immunizations, Passports, Visas, Insurance, Housing, Medical Emergencies, Emergency Evacuation, compliance with international country laws and other details necessary to perform this task. The contractor must also be capable of providing local transportation whenever local transportation is needed. Other Information: The Centers for Disease Control and Prevention (CDC) is conducting a market survey to seek potential sources from qualified businesses and agencies. Agencies qualified to do business with the United States Government (USG) shall be registered in CCR and not on the debarred list. They shall have the capability to provide the above referenced support services. Currently the Government is only performing preliminary research to determine the availability of interested, capable and qualified businesses and agencies that can provide domestic Professional support services to international activities within the Centers for Disease Control and Prevention at multiple locations and offices and the type of teaming arrangements a company participated in. SOC Submission Requirements: The Statement of Capabilities (SOC) shall include the following information: company name, address, point of contact, phone/fax/email, and business size and status (e.g. small business, 8(a), veteran-owned small business, service-disabled veteran owned business, HUBZone, small disadvantage business and women-owned small business). Provide no more than two examples with types of contracts and dollar value of any teaming arrangements in which your company has managed and/or participated in for works similar in nature to this sources sought. The NAICS code for this requirement is 541611. Interested parties having the capabilities necessary to perform the stated requirements may submit capability statement via email to Michele Jackson at mnj7@cdc.gov. The SOC is limited to 5 pages, single-spaced, 12 font, Times Roman. The cover letter is not included in the 5 page limit, however should be included in the body of the email response. The subject line of the email shall include your company name along with "SOC for Professional/Technical Support Services". Questions are due by 12:00 pm (noon) Friday, January 30, 2009. Responses are due by 12:00 pm (noon) on February 6, 2009. The name of the incumbent is Total Solution, Inc.; however, the requirement has change greatly since the original contract was issued.
