Description

The U.S. Securities and Exchange Commission (SEC) intends to award a sole source contract to Financial Industry Regulatory Authority Regulation (FINRAR) for the capability to access a fully operational electronic filing system, the Investment Adviser Registration Depository (IARD), in order to fulfill the Government’s statutory obligation to provide an electronic filing system for registration of investment advisers, to support Government regulation of Investment Advisers, and to provide public disclosure of said filings. FINRAR is the only known source that has been identified as being capable of fulfilling the government’s requirement. The statutory authority permitting other than full and open competition is 41 U.S.C. 253 (c) (1), implemented by FAR 6.302-1(a) (2). The period of performance for this award is approximately July 1, 2009 through July 1, 2014. Interested organizations may submit their capability statements, and qualifications for the provision of this service, which may or may not be considered by the agency. This is not a solicitation, but a Notice of Intent. No solicitation will be issued for this sole source requirement, and no other information will be provided.
