Description
The National Park Service (NPS) intends to issue a Request for Proposal (RFP) for the DRY DOCK AND REPAIRS TO NPS M/V FORT JEFFERSON, a 110 foot aluminum crew/supply vessel, owned and operated by Everglades National Park. The M/V FORT JEFFERSON is berth at the U.S. Coast Guard Sector Key West and will be delivered by the Government to the Contractor's worksite. The geographic area is limited to an approved boatyards within 210 NAUTICAL MILES of the vessel's homeport in Key West, Florida. The scope of the acquisition consists of all labor, materials, and equipment to DRY DOCK, REPAIR, AND REPAINT THE NPS M/V FORT JEFFERSON. The work includes, but not limited to, the following distinct task: 1. DRY DOCKING (dock, secure and undock vessel) 2. BOTTOM CLEANING, SANDING AND PAINTING (in accordance with current standard Specifications for Surface Preparations, Protective Coatings and Maintenance of Aluminum Marine Equipment) 3. RUB RAIL REPAIR (to repair corroded metal under the rub rail and to replace flat bar inside of rail) 4. PROPS (to remove, clean and balance, and reinstall the propellers for port, starboard and center) 5. ZINC REPLACEMENT (to remove and replace three zinc anodes from stern transcom) 6. RUDDER INSPECTION (to drop port and starboard rudder, inspect and reinstall) 7. TOPSIDE PAINT (to prepare surface and paint topsides from rub rail to boot stripe) 8. THRU HULL VALVES (to service valves from 3 main engine, 2 generators, 1 a/c, 1 water maker and 1 bilge) 9. GENERATOR VENTALATION (to renovate the intake/exhaust fans in generator room) PERIOD OF PERFORMANCE: Fourteen (14) Calendar Days. A start date of March 9, 2009 or as close to that date as possible is desired. The estimated value of this procurement is between $100,000 and $500,000. NPS anticipates making an award based upon "best value" after considering price and price related factors (cost to transit), and relevant past performance. Non-nuclear Ship Repair is in a designated industry group, and any subsequent award will be issued pursuant to the Small Business Competitiveness Demonstration Program. The procurement will be solicited for FULL AND OPEN COMPETITION AFTER EXCLUSION OF SOURCES. However NPS has reinstated the use of small business setasides to meet their assigned goals, and this acquisition has been SET ASIDE 100% FOR SMALL BUSINESS CONCERNS. The applicable NAICS Code is 336611. The Small Business Size Standard is 1000 employees. The procurement will be conducted in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. Request for Proposal (RFP) Number N5292099006 will be issued on or about FEBRUARY 09, 2009 and made available through the Federal Business Opportunity (FEDBIZOPS) web page at www.fbo.gov. Hard copies of the specification and solicitation will not be issued. It is incumbent upon contractors to monitor the FEDBIZOPS web page for RFQ release and all subsequent amendments. FEDBIZOPS offers an automatic notification service upon vendor registration. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
