Description
Survey for Industry Interest in Information Technology Support to Chemical Stockpile Emergency Preparedness Program Operations 1. The U.S. Army Chemical Materials Agency (CMA) intends to award a follow-on support contract for information technology support for the Chemical Stockpile Emergency Preparedness Program (CSEPP) operations at the six U.S. Army chemical agent storage sites (Anniston, AL; Blue Grass, KY; Pine Bluff, AR; Pueblo, CO; Deseret, UT; and Umatilla, OR) and also at Aberdeen Proving Ground, MD. Sources capable of meeting the CSEPP Information Technology Support key performance parameters (KPPs) described in this announcement should respond to this announcement no later 4:00 PM EST, 13 FEB 2009 with the information requested in Paragraph 2 of this announcement. Key Performance Parameters (KPPs) General Information Technology Support: * Maintain a user support help desk. * Provide remote management, troubleshoot, and support hardware and software to include establishing a secure management network. * Receive, stage, configure, assemble, and customize computer hardware. * Install and configure hardware, migrate software and data, and assist with infrastructure improvements. * Support and coordinate with third parties such as application developers, systems vendors, and site IT staff. * Provide support to CSEPP exercises by conducting pre- and post-exercise checks and configuring network access for a simulation cell and exercise control center. * Maintain and modify existing scripts and utilities used to collect and archive meteorological data, system statistics, logs, and provide automated reporting capabilities. Hardware and Software Support: * Monitor hardware and software systems for problems, failures, and anomalies and resolve discovered issues. * Administer Solaris, Windows Server, and Linux platforms. * Monitor systems for compliance with DoD Security Implementation Guides (STIGs) and apply configuration changes as required. * Perform system administration tasks including scheduling and confirming backups, system restoration, apply patches and upgrades, maintain logs, monitor file space and resource usage, monitor processes, and maintain administrative scripts and processes. * Audit systems for secure configuration, audit security events, and perform virus scans. Network Management and Support * Monitor and trouble shoot data circuits for errors, outages, anomalies, and usage (T1, fiber, ethernet). * Maintain network routing among the stockpile sites, state and local networks, depot networks, and the NIPRNET using a mixture of routing protocols (EIGRP, OSPF, etc.) and static routes. * Install and configure network routers, firewalls, VPN devices, and servers * Configure and maintain access control lists on network routers, firewalls, and servers; configure and maintain VPN devices. Information Assurance * Monitor Army, Defense, and vendor information assurance issuances, make assessments, and implement changes and patches as required. * Support certification and accreditation under the DIACAP and support the transition from DITSCAP to DIACAP. * Perform and prepare risk assessments, contingency plans, information security control plans, and support networthiness certification. Personnel/Facility Requirements * Contractor personnel who perform information technology functions including systems administration and help desk functions must meet all personnel security requirements as defined in Army Regulation 25-2, Section V, paragraph 4-14. Contractor personnel must attend or have attended information assurance training commensurate with the IT position category required by the tasks performed. * Experience in the emergency management domain is desired. Experience in providing service to state and local governments is desired. * Personnel should be skilled in writing and maintaining administrative scripts and routines, commercial and opensource databases, and web site administration. * The contractor facility must be appropriate to process sensitive but unclassified information, connect to the CSEPP WAN, and securely stage and store government equipment. 2. The U.S. Army Research, Development, and Engineering Command Contracting Center (RDECOM CC) requests that industry sources interested in participating in the follow-on information technology support effort respond to this Government request with the following information: a. Name and location of the facility for the information support services. b. Marketing literature. c. Certifications required in the KPP. d. Prior customers for the proposed service, including customer points-of-contact (names and telephone numbers). e. RDECOM CC may request you to provide an oral presentation of your product, not to exceed 30 minutes, followed by a 30-minute question and answer session. The requested information should be submitted electronically in Adobe Portable Document Format (PDF). When printed onto single-sided letter-size sheets the submitted information should not exceed ten (10) sheets.
